Իսկ ո՞վ պետք է փոխի Լեռնային Ղարաբաղի ստատուս քվոն, ինչպե՞ս: Tert.am-ի հետ զրույցում այս մասին ասաց Մոսկվայի «Կարնեգի» հետազոտական կենտրոնի գիտական խորհրդի անդամ, քաղաքական վերլուծաբան, անվտանգության հարցերով փորձագետ Ալեքսեյ Մալաշենկոն՝ խոսելով Ադրբեջանի արտաքին գործերի նախարար Էլմար Մամեդյարովի հայտարարության մասին, թե Ղարաբաղի ստատուս քվոն անհրաժեշտ է փոխել:

«Ինչպե՞ս է փոխվելու Լեռնային Ղարաբաղի կարգավիճակը: Այն ինքն իրե՞ն է փոխվելու: Ո՞վ է կարգավիճակը փոխելու որոշում կայացնելու, ո՞վ է ճանաչելու նոր կարգավիճակը: Պարզ է, որ այս հարցերը պատասխաններ չունեն, ուստի կարծում եմ, որ սրանք ընդամենը խոսակցություններ են»,- ասաց Մալաշենկոն:

Ըստ նրա՝ ամեն մեկը կարող է Ղարաբաղին նոր կարգավիճակ վերագրել, բայց կարևորն այն է, թե միջազգայնորեն ինչ ստատուս կունենա Լեռնային Ղարաբաղը:

Խոսելով միջազգային ճգնաժամային կազմակերպության զեկույցի մասին, որ Ղարաբաղում վիճակը պայթունավտանգ է և կարող է սկսվել նոր պատերազմ, Ալեքսեյ Մալաշենկոն նշեց, որ նմանատիպ կարծիքների հետ համաձայն չէ: Նա հորդորեց տարանջատել՝ ռազմական բախումները և պատերազմ հասկացությունները՝ նշելով, որ դրանք միանգամայն տարբեր երևույթներ են:

«Պատերազմը պետք է ունենա հետևանք, իսկ ռազմական գործողությունները, ռազմական բախումները այն է, ինչ մենք տարիներ շարունակ տեսնում ենք, չկա հետևանք: Կան բախումներ, շարունակական, պարբերաբար բախումներ և դժվար է ասել՝ դրանք երբ կավարտվեն, ինչպես դա Մերձավոր Արևելքի հակամարտության պարագայում է: Կան հակամարտություններ, որոնք չեն լուծվում և դրանցից մեկը Լեռնային Ղարաբաղի հակամարտությունն է»,- շեշտեց Ալեքսեյ Մալաշենկոն:
