ՄԱԿ-ի Մարդու իրավունքների հանձնաժողովի նիստում քննարկել է Թուրքիայում մարդու իրավունքների վիճակը: Թուրքական «Diken» լրատվակայքի տեղեկացմամբ՝ նիստի ընթացքում Թուրքիայի մասին զեկույցով հանդես է եկել խոսքի և մտքի ազատության հարցերով հատուկ զեկուցող Դեյվիդ Քայեն: Վերջինս ուշադրություն է հրավիրել այն հանգամանքի վրա, որ Թուրքիայում իրավիճակն այսօր ավելի վատ է, քան անգամ 1982թ. սահմանադրության ընդունման ժամանակ:
Իր 21 էջանոց զեկույցով Քայեն խստորեն քննդատել է Թուրքիայում մարդու իրավունքների ոտնահարման բազմաթիվ դեպքերը: Նա ընդգծել է, որ Թուրքիայի կառավարությունը, պատրվակ դարձնելով ահաբեկչության դեմ պայքարի մասին օրենքը, ազատազրկում է լրագրողների, արվեստագետների, գրողների, ակադեմիկոսների, փակում լրատվամիջոցներ, արգելում ֆիլմեր: Քայեի կարծիքով՝ վերջին 10 տարվա համեմատ այժմ Թուրքիայում խոսքի և մտքի ազատության համար ամենածանր ժամանակաշրջանն է: Զեկուցողը նշել է նաև, որ դատական գործընթացներին արտաքին միջամտությունների պատճառով լուրջ կասկածներ են առաջանում արդար դատավարություններ անցկացնելու հնարավորության վերաբերյալ:
Քայեն ընդգծել է, որ հեղաշրջման փորձից հետո երկրում հայտարարված արտակարգ դրության պայմաններում մարդու իրավունքների կոպիտ խախտումները դարձել են համակարգված, և առկա պայմաններում Թուրքիայի վիճակն ավելի անբարենպաստ է, քան 1982թ. սահմանադրության հաստատման շրջանում:
«Զեկույցը կազմելու պահին Թուրքիայում ամենաքիչը 177 մեդիա կառույց փակված էր, 231 լրագրող ձերբակալված, իսկ ավելի քան 150 լրագրող կալանավորված էր և գտնվում էր բանտերում: Իհարկե, պետք է նշել նաև այն փաստը, որ հազարավոր լրագրողներ և մեդիա աշխատակիցներ հեռացվել են աշխատանքից, անվավեր են ճանաչվել ավել քան 778 լրագրողի լրագրողական քարտերը», - նշել է Քայեն՝ հավելելով, որ Թուրքիայում նման դեպքերը օր օրի բազմապատկվում են:
Հատուկ զեկուցողը ուշադրություն է հրավիրել նաև քրդամետ ընդդիմադիր «Ժողովուրդների դեմոկրատական» կուսակցության (ԺԴԿ-HDP), ինչպես նաև՝ հասարակական կազմակերպությունների դեմ կիրառվող ճնշումներին՝ Թուրքիայի մասին խոսելով որպես մի երկրի, որտեղ արգելվում են երգերն ու ֆիլմերը:
Զեկույցի վերջում Քայան պահանջել է երկրում դադարեցնել արտակարգ դրության ռեժիմը:
