Ծախսե՞լ, թե՞ չծախսել միլիոններ՝ Երևանում զարգացած երկրներին հարիր ջրահեռացման համակարգ ունենալու համար

Կոնստանտին Տեր-Նակալյանը ֆեյսբուքյան իր էջում գրում է.

Ծախսե՞լ, թե՞ չծախսել միլիոններ՝ Երևանում զարգացած երկրներին հարիր ջրահեռացման համակարգ ունենալու համար։ Մոտավորապես այս դիլեման է գալիս մտքիս, երբ հետևում եմ ֆեյսբուքյան մի շարք ադեկվատ հեղինակների կարծիքներին, որոնք երեկվա հեղեղի շուրջ բախվել են իրար։ Իրականում երկու կողմերն էլ իրավացի են։

Մի կողմն արդարացիորեն նշում է, որ հասկացանք, անձրև ու տարերային աղետ, հասկացանք, որ քաղաքապետարանում Բորեասն ու Զևսեր չեն նստած, որ կարողանան իրենց քմահաճույքով այնպես անել, որ տարերքը սանձվի, բայց կարելի՞ է գոնե կոլեկտորներն ու ջրահեռացման համակարգերը կարգի բերել, որպեսզի մյուս հեղեղները տարերային աղետների չվերածվեն։

Մյուս կողմն էլ է իրավացի, երբ մատնանշում է, որ, սիրելի՛ հարգելիներ, կարելի է տեսականորեն մի քանի տասնյակ միլիոն դոլար ճարել ու նորոգել դեռ Սովետից մնացած ու մանրից ավերակի վերածվող ջրահեռացման համակարգը, բայց ավելի նպատակահարմար է մի քանի տարին մեկ ունենալ հեղեղ, հետո մի քանի տասնյակ անգամ ավելի քիչ միջոցներ ծախսելով վերացնել դրա հետևանքները, որովհետև բնությունն այնպիսի բան է, որ ինչքան էլ մեգա-սուպեր զարգացած ջրահեռացման համակարգ ու գործող կոլեկտորներ ունենաս, միևնույն է, կարող են անգամ դրանք քիչ լինել։ Ճապոնիան ու ԱՄՆ-ի հարավարևելյան ափամերձ գոտին էլ դրա վառ օրինակը թող լինեն։

Իմ կողմից ավելացնեմ, որ եթե ոչ միայն մունիցիպալ մակարդակում, այլև առհասարակ՝ պետական ապարատում միջոցների անիմաստ մսխումը, վատնումը, կոռուպցիան ու թալանը լինեին գոնե ինչ-որ ողջամիտ սահմաններում, ապա ես առաջամարտիկը կլինեի նման խոշոր ծախսեր իրականացնելու համար պայքարում։ Բայց մենք ունենք այն, ինչ ունենք, իսկ դա նշանակում է, որ անձամբ ես մի բան էլ դեմ կլինեի, եթե հանկարծ քաղաքապետարանը ազդարարեր նման ծրագրի իրականացման մասին, որովհետև մեր իրականությունում դա կնշանակեր առանց այն էլ սուղ պետական միջոցների հերթական փոշիացման ու ատկատի նոր ու թոթոլ աղբյուր, որի վերջնարդյունքը, ամենայն հավանականությամբ, էապես չէր բարելավի քաղաքի պաշտպանվածությունը երեկվա հեղեղի պես հեղեղներից։

Ինչո՞ւ գնալ նման ծախսի, երբ նման հեղեղներ Երևանում ես իմ 30 տարիների ընթացքում տեսել եմ 2-3 անգամ, իսկ այդ միլիոնավոր դոլարները պահանջող շատ ավելի գերակա ուղղություններ ու խնդիրներ այսօր էլ ծառացած են մեր առջև։
