Ե՞րբ եւ ինչի՞ն կարձագանքի հայ-ռուսական միացյալ զորամիավորումը. «168 ժամ»

«168 ժամ» թերթը գրում է.
«Անցած տարի Հայաստանն ու Ռուսաստանը որոշեցին եւ ստեղծեցին Միացյալ զորամիավորում։ Ռուս փորձագետներն այն որակեցին՝ որպես պատմական իրադարձություն, քանի որ միայն միասնական զորամիավորումը կարող է լիարժեքորեն պատասխանել ժամանակակից սպառնալիքներին։
Ընդ որում, ռուսական կողմի համար այս միավորումը կարեւոր է նրանով, որ առանց Հայաստանի անվտանգության համակարգի ուժեղացման, ինչպես փորձագետներն են ասում, կփլուզվի ռուսաստանյան անվտանգության համակարգը տարածաշրջանում։ Զորամիավորման ստեղծումը լրջորեն անհանգստացրել էր ադրբեջանական կողմին, քանի որ այն կարող է միջամտել հայ-ադրբեջանական բախումներին, եթե դրանք ծագեն պետական սահմանի երկայնքով:
Օրեր առաջ՝ հունիսի 8-ին, Ադրբեջանը կրկին գնդակոծեց Տավուշի մարզի Բաղանիս գյուղը՝ «ՊԿ» եւ «ԴՇԿ» տիպի գնդացիրներից եւ հրաձգային զենքերից: Որեւէ պաշտոնական արձագանք ռուսական կողմից մինչ այժմ չի եղել։
«168 ժամ»-ը ՀՀ պաշտպանության նախարարության Պաշտպանական քաղաքականության վարչության պետի տեղակալ Մհեր Իսրայելյանից հետաքրքրվեց՝ արդյոք ռուս գործընկերները չպե՞տք է արձագանքեին նման միջադեպերին։
«ՀԱՊԿ պայմանագրի 4-րդ հոդվածի համաձայն, իհարկե, հարձակումը մեր պետության վրա դիտարկվում է՝ որպես հարձակում բոլորի վրա։ Այդ առումով կարելի է ենթադրել, որ անվտանգության սպառնալիքի դեպքում մենք իրավունք ունենք առնվազն ակնկալել աջակցություն։ Բայց ընթացակարգերը, որոնք նախատեսում են այդպիսի աջակցություն, առաջին հերթին՝ սկսվում են տվյալ երկրի կողմից գործընթացի առաջմղմամբ, այսինքն՝ ներկայացմամբ։ Եթե երկիրը չի դիմում այդ կազմակերպությանը, անվտանգության որեւէ սպառնալիքի վերաբերյալ չի ահազանգում եւ օգնություն չի խնդրում, ավտոմատացման այնպիսի համակարգ չկա, որ իրենք, առանց որեւէ մեր դիմումի, գան ու մեզ օգնեն, ինչ-որ ռազմական գործողություն կատարեն»,- ասաց նա։
Ի պատասխան մեր ճշգրտմանը, որ խոսքը հենց հայ-ռուսական ռազմական համագործակցության եւ վերջերս ստեղծված միասնական զորախմբի մասին է, Մ. Իսրայելյանը նշեց, թե նույն տրամաբանության շրջանակներում կարելի է պատասխանել նաեւ հայ-ռուսականին, քանի որ, եթե ինչ-որ մեկից աջակցություն կամ օգնություն չես խնդրում, առանց խնդրանքի՝ ոչ մի բան չեն անի.
«Եթե Հայաստանը որոշի, որ մենք մեր ուժերով չենք կարողանում մի գյուղ պաշտպանել, պետք է դիմենք Ռուսաստանին, բնականաբար, կդիմենք»։
«Բաղանիսում, ճիշտ է, կրակոցներ լինում են, բայց վերջին զոհը, հովիվի դեպքը եթե չհաշվենք, վերջին մի 10 տարում մեկ թե երկու կով է եղել»,- հավելեց ՊՆ պաշտոնյան։
Հիշեցնենք, որ 2015 թ. հունվարին Տավուշի մարզի հայ-ադրբեջանական պետական սահմանի Բաղանիս գյուղի հատվածում ադրբեջանական զինված ուժերի ստորաբաժանումները դիվերսիոն փորձ էին իրականացրել։ Թեեւ հակառակորդի ստորաբաժանումների առաջխաղացումը ժամանակին հայտնաբերվել եւ չեզոքացվել էր, սակայն փոխհրաձգության ընթացքում զոհվել էր նաեւ տարածքում գտնվող հովիվ Սերյոժա Սարգսյանը (ծնված 1935 թ.)»:
