Ադրբեջանի նախագահ Իլհամ Ալիևը հունիսի 6-ին ստորագրել է՝ Ադրբեջանի նախագահի 2002 թ. դեկտեմբերի 12-ի թիվ 823 Կարգադրության մեջ փոփություններ մտցնելու մասին Կարգադրությունը։
2002 թ. դեկտեմբերի 12-ի թիվ 823 կարգադրությամբ հաստատված Պետական սահմանապահ ծառայության կանոնադրության համաձայն՝ Պետական սահմանապահ ծառայությունը ղեկավարում է ծառայության պետը, սահմանապահ զորքերի հրամանատարը, ով պաշտոնի նշանակվում և պաշտոնից ազատվում է Ադրբեջանի նախագահի կողմից։
Փոփոխությունների համաձայն՝ սահմանապահ զորքերի հրամանատարի պաշտոնը լուծարվել է։ Պետական սահմանապահ ծառայությանը կղեկավարի ծառայության պետը։
Առայսօր Պետական սահմանապահ ծառայության պետի առաջին տեղակալ, սահմանապահ զորքերի Գլխավոր շտաբի պետի և մյուս տեղակալների նշանակումը և ազատումը կատարվում էր Ադրբեջանի նախագահի կողմից՝ Պետական սահմանապահ ծառայության պետի առաջարկությամբ։ Փոփոխությունների համաձայն, պետական սահմանապահ ծառայությունում՝ բարձրագույն սպայական ռազմական կոչման առկայությունը կանխատեսող պաշտոններում նշանակումը և ազատումը կկատարվի Ադրբեջանի նախագահի կողմից՝ Պետական սահմանապահ ծառայության պետի առաջարկությամբ։
