Շիրակի նոր մարզպետը Գյումրի է տեղափոխվում ընտանիքով և աղքատության կրճատման հավակնոտ պլաններ ունի

Շիրակի նորանշանակ մարզպետը ամենախնդրաշատ մարզերից մեկի ղեկը ստանձնելը պատիվ, բայց նաև մեծ պատասխանատվություն է համարում:  Ծանոթ լինելով մարզի սոցիալ-տնտեսական իրավիճակին ու  մարտահրավերներին Արթուր Խաչատրյանը փաստում է՝ պետք է անել ամեն ինչ, որ իրավիճակը վաղն ավելի լավը լինի:  Այս մասին նշեց նորանշանակ մարզպետը մարզի զարգացման իր տեսլականը ներկայացնելով մարզի լրագրողներին իր առաջին հանդիպման ընթացքում: 
Ներկայացնելով մարզում աշխատատեղեր ստեղծելու իր ծրագրերը՝ մարզպետը նշեց, որ պարտադիր չէ, որ դա լինի մեծ ձեռնարկություն,  փոքր ձեռնարկություններն էլ կարող են ավելի լայն հնարավորություններ տալ: «Եթե կարողանաք այստեղ ենթակառուցվածքներ ստեղծենք, բիզնեսի համար ավելի նպաստավոր պայմաններ, գործարարները կկարողանան գալ: Պետք է աշխատենք նաև մարդկանց բիզնես գիտակցության ու բիզնես հմտությունների վրա»,-նշեց Խաչատրյանը: 
Շիրակի մարզ նորանշանակ մարզպետը եկել է իր համաձայնությամբ ու հստակ գիտակցելով  այն բեռը, որ դրվում է իր ուսերին: Արդեն հասցրել է խնդրել իր համար տուն վարճակալել ու  մոտ մանկապարտեզ գտնել երեխայի համար, քանի որ Շիրակ տեղափոխվում է ընտանիքով: «Ընտանիքս իր աջակցությունն է հայտնել ինձ՝ գալ ու միասին լինել»,- ասաց Արթուր Խաչատրյանը։
Լրագրողների այն հարցին, թե նորանշանակ մարզպետը չի վախենում «չընդունվել» շիրակցիների կողմից՝ ոչ շիրակցի լինելու պատճառով, Խաչատրյանը նշեց, որ կնոջ ծնողները Շիրակից են. «Աներս ու զոքանչս Շիրակից են, ընդունել են ինձ, հուսով եմ, որ մարզն էլ կընդունի»։
Շիրակի մարզպետը, անդրադառնալով մարզում տիրող աղքատությանն ու արտագաղթին, նշեց. «Արտագաղթն աղքատության հետևանքն է, ես չեմ ընդունում, որ ասում են հայերը գենետիկ խոպանչի են, գաղթականի հոգի ունեն։ Պայման ստեղծվի, հայը կմնա ու կաշխատի, դրա համար ասացի՝ հակաբնական է, որ հայաստանցին, հայը թողնում է երկիրը ու գնում է Սուրգուտում աշխատելու։ Եթե այստեղ լինեն աշխատատեղեր, մարդիկ կարողանան ընտանիքը պահեն, իրենց երեխաների ապագա գոնե ուրվագծեն, գնալու հակվածությունն էլ կընկնի։ Խնդիրն այն է, որ մարդիկ գնում են, որովհետև տնտեսական վիճակը բավարար չէ, բողոքում են նաև անարդարությունից, միգուցե ակնկալիքներ ունեն ոչ իրատեսական, քան պետք է լինի»։ 
Խոսելով նախկին մարզպետի թիմի հետ աշխատելու կամ նոր աշխատակիցներ ունենալու մասին Արթուր Խաչատրյանը տեղեկացրեց, որ ժամանակը ցույց կտա. «Թիմ փոխելն ինքնանպատակ չէ: Եթե թիմը կարող է իրականացնել խնդիրներն, ապա թիմը մնում է, եթե չէ՝ պետք է փոխել»:
