Խաղաղություն կամ ռուսական կայսրություն

Առաջին / Ե՞րբ կլուծվի Ղարաբաղի հարցը, ե՞րբ վերջապես կայուն խաղաղություն կհաստստվի մեր տարածաշրջանում: Արտաքուստ հռետորական թվացող այս հարցերը ունեն հաստակ պատասխան, եթե, իհարկե, իրականությանը սփափ նայելու ցանկություն ունենք: Ակնհայտ է, որ այսօր Հայաստանն ու Ադրբեջանը չունեն ռեսուրսներ` ինքնուրույն համաձայնությունների գալու և կայուն խաղաղություն հաստատելու համար: Խաղաղությունն, այսպես ասած, արտաքին սպոնսորների կարիք ունի:
Այստեղ էլ, կարծես թե, մոտենում ենք հիմնական հարցադրմանը: ԼՂ կոնֆլիկտը, մեծ հաշվով, ստեղծել է սովետական Ռուսաստանը, նրա իրավահաջորդ Ռուսաստանն էլ այս կրակի վրա իր ձեռքերն է տաքացնում: Ռուսաստանը ԵԱՀԿ Մինսկի խմբի համանախագահ է և, ֆորմալ առումով, այս հակամարտության կարգավորման միջնորդներից մեկը: Խնդիրն այն է, սակայն, որ Մոսկվան իր պրակտիկ քաղաքականությամբ նպաստում է հակամարտության բորբոքմանը: Ռուսաստանը մեծ փողեր է աշխատում` զինելով հակամարտության կողմերին, հատկապես` Ադրբեջանին: Ռուսական ռազմա-քաղաքական շրջանակներում սրան ցինիզմով անվանում են կոմերցիա, բիզնես որն, ըստ էության, տեղի է ունենում խաղաղության հաշվին, անմեղ զոհերի գնով:
Հակամարտության բորբոքմանն է նպաստում նաև Ռուսաստանի տարածաշրջանային քաղաքականությանը, որի հիմքում ոչ թե ինտեգրացիոն ռեսուրսն է, այլ` շանտաժը: Օրինակ, երբ Հայաստանին պարտադրվում էր ԵՏՄ անդամություն, Մոսկվայից սպառնում էր Ղարաբաղով, պարզ ասվում էր, որ էժան գնով զենք չենք ստանա` սպսռազինության մրցապայքարում Ադրբեջանի առաջ ծնկի գալու հեռանկարով: Հիմա Մոսկվան ԼՂ հարցով սակարկում է Ադրբեջանի հետ` առաջարկելով աջակցություն այդ երկրին եվրասիականացման դիմաց: Եվ վերջապես` Կրեմլը նպաստում է, որ Հայաստանում ու Ադրբեջանում այնպիսի իշխանություններ, համակարգեր անփոփոխ հաստատվեն, որոնք զուրկ են երկխոսելու, հումանիզմի գերակայությամբ հակամարտությունը կարգավորելու ռեսուրսից:
