«168 ժամ» թերթը գրում է.

«Ես կարծում եմ, որ դրանք ձեւական քայլեր են, որոնք չեն բերի խնդրի լուծմանը։ Ընդհանրապես, Ղարաբաղյան հակամարտության կարգավորման փորձերի ժամանակ շատ քայլեր ձեւական են արվում, որոնք միայն ինչ-որ գործունեության կամ առաջընթացի իմիտացիա են ստեղծում, եւ ոչ մի արդյունքի չեն հանգեցնի։ Իրադրությունը պետք է դուրս գա Ռուսաստանի ազդեցությունից, եւ միայն այդ դեպքում հնարավոր կլինի ինչ-որ լուծումների հույս ունենալ։

Քանի դեռ Ռուսաստանն առնչություն ունի հայ-ադրբեջանական հակամարտությանը, խնդիրը լուծում չի ստանա, քանի որ Պուտինի կառավարությունը շահագրգռված է հակամարտության որոշակի աստիճանի պահպանմամբ, շահագրգռված է, որ Ռուսաստանի շուրջը լինեն լարվածության օջախներ, որոնցում Կրեմլը կարող է մասնակցել այս կամ այն կերպ»,- մեր թղթակցին ասել է խորհրդային այլախոհ, ռուս իրավապաշտպան, լրագրող եւ հասարակական գործիչ Ալեքսանդր Պոդրաբինեկը՝ մեկնաբանելով Միջազգային ճգնաժամային խմբի զեկույցը, ըստ որի՝  Հայաստանը պնդում է նվազեցնել անվտանգության սպառնալիքների մակարդակը նախքան բովանդակային երկխոսություն սկսելը, սակայն Վիեննայի եւ Սանկտ Պետերբուրգի պայմանավորվածությունները մնում են թղթի վրա, իսկ վերջերս հայտարարվեց միջնորդների կողմից նոր պայմանավորվածության ձեռքբերման մասին, որ միջազգային դիտորդների թիվն ավելանալու է 7-ով։

Ըստ նրա՝ ռուսական ազդեցության շրջանակից դուրս գալը բավականին բարդ է եւ՛ Հայաստանի, եւ՛ Ադրբեջանի դեպքում, եթե նրանք իսկապես հետաքրքրված են այդ խնդիրը կարգավորելու հարցում.

«Բայց որեւէ այլ ելք ուղղակի չկա։ Ռուսաստանը կշարունակի զենք վաճառել թե՛ Հայաստանին, թե՛ Ադրբեջանին, եւ ամեն դեպքում այս հակամարտությունը կպահի առնվազն «ծխացող» վիճակում՝ սրելով այն ժամանակ, երբ դա քաղաքականապես ձեռնտու կլինի Կրեմլին։ Երբ ասում եմ՝ «Ռուսաստան», ես, իհարկե, նկատի ունեմ այսօրվա ՌԴ իշխանություններին, եւ ոչ թե ռուս հասարակությանը, ժողովրդին կամ ընդհանրապես երկիրը։

ՌԴ իշխանությունները հետաքրքրված են, որ իրենց սահմանների մոտ հակամարտություններ լինեն, եւ իրենք իբրեւ թե կարգավորողի դերում հանդես գան։ Թե ինչպե՞ս դուրս գալ այդ իրավիճակից, բավականին բարդ է, որովհետեւ եւ՛ Հայաստանը, եւ՛ Ադրբեջանը, կարծում եմ՝ Հայաստանն ավելի շատ, կապված է ռուսական տնտեսությանը, ռուսական քաղաքականությանը։

Կարծում եմ՝ ճիշտ ուղին այդ կապերի նվազեցումն ու թուլացումն է եւ ավելի շատ անկախության ձեռքբերումը՝ գուցե երկրի արտաքին քաղաքականությունում ավելի շատ շեշտադրում անելով դեպի Եվրոպա, դեպի ժողովրդավարական երկրներ, որոնք սկբունքորեն կարող են աջակցել Հայաստանին։ Բայց դա պետք է լինի Հայաստանի ներքին քաղաքական որոշումը»,- ասել է ռուս գործիչը»:
