«Միասին ուտելու» կոալիցիա. Վարչապետին թողել են որոշումները հաստատող նոտարի ֆունկցիա. «Ժամանակ»

«Ժամանակ» թերթը գրում է.

«Երեկ ՀՅԴ Գերագույն մարմնի նիստի ժամանակ որոշում է կայացվել, որ Շիրակի մարզպետ Հովսեփ Սիմոնյանին փոխարինելու է Տարածքային կառավարման զարգացման փոխնախարար, ՀՅԴ-ական Արթուր  Խաչատրյանը: Այսքանը` կարճ ու կոնկրետ: Պառլամենտարիզմի ջատագով ՀՅԴ-ն անգամ չի բացատրում, թե ինչու է մարզպետի պաշտոնում մի կուսակցականը փոխարինում մյուսին:

ՀՅԴ բոլոր այն պնդումները, որ իրենք նոր քաղաքական մշակույթ են ներմուծելու իշխանություն` դատարկ խոսակցություններ են: Նոր քաղաքական մշակույթը գոնե կենթադրեր հրապարակայնություն եւ հաշվետվողականություն: Ոչ թե ՀՅԴ-ն որակ հաղորդեց համակարգին, այլ շատ արագ վարակվեց նրա «հիվանդություններով»: Տեսեք, բացարձակապես պարզ չէ, թե ինչու է Հովսեփ Սիմոնյանն ազատվել պաշտոնից` արդյո՞ք պատշաճ չի կատարել մարզպետի աշխատանքը, թե՞ մարզպետի պաշտոնն արդյունավետ չի ծառայեցրել ՀՅԴ-ին: Սրանք միանգամայն տարբեր երկու իրավիճակներ են: Կարծես թե բացակայում է որեւէ պաշտոնական տեղեկություն այն մասին, որ Շիրակի մարզպետը նկատողություն կամ դիտողություն է ստացել վարչապետից, նախագահից: Ենթադրաբար, Հովսեփյանի պաշտոնանկության նախաձեռնությունը «վերեւից» չի եկել, մանավանդ, անցած տարեվերջի լրահոսը հեղեղված է նյութերով, որ ՀՅԴ-ն դժգոհ է Շիրակի մարզպետից Գյումրիի ավագանիում ներկայացված չլինելու պատճառով: Նշանակում է` դաշնակցականները գնահատել են Հովսեփյանի ոչ թե պետական ծառայությունը, այլ դժգոհել են, որ պետական լծակները «ճիշտ» չեն օգտագործվել կուսակցության համար:

Այստեղից էլ գալիս ենք այն եզրահանգման, որ մեզանում, մեղմ ասած, լավ չի պատկերացվում, թե ինչ է կոալիցիան: Դա, դասական իմաստով, համատեղ կառավարման ձեւ է, որտեղ կուսակցություններից յուրաքանչյուրը քաղաքական պատասխանատվություն է կրում ընդհանուր ծրագրի եւ օրակարգի համար: Սա չի նշանակում պետական լիազորությունների կամ պաշտոնների օտարում ՀՀԿ-ին կամ ՀՅԴ-ին: Ճիշտ հակառակը` ենթադրվում է, որ նախարարների, մարզպետների աշխատանքը պետք է գնահատվի ոչ թե կուսակցության շահերի սպասարկման, այլ կառավարության ծրագրի իրականացման համատեքստում:

Եթե Շիրակի մարզպետի պաշտոնը կոալիցիոն  համաձայնությամբ տրված է ՀՅԴ-ին, ապա դա չի նշանակում, որ կուսակցությանն են փոխանցվել կառավարության կամ վարչապետի լիազորությունները: Բայց փաստորեն Հայաստանում հենց այսպես է, ու այսօր Հովսեփ Սիմոնյանին պաշտոնից ազատեց ոչ թե կառավարությունը, այլ ՀՅԴ-ն, իսկ գործադիրին մնում է հաջորդ շաբաթ ընդամենը նոտարական ֆունկցիա կատարել ու վավերացնել ՀՅԴ-ի որոշումը: Ճիշտ այնպես` ինչպես ՀՀԿ-ի պարագայում:

ՀՀԿ-ն ու ՀՅԴ-ն կոալիցիա են կազմել ոչ թե ծրագրերի, այլ «փայերի» շուրջ: Սա ոչ թե կոալիցիա է, այլ` «միասին ուտելու» կոնսենսուս»:
