Հայաստանն ու Ադրբեջանը Ղարաբաղում ավելի մոտ են պատերազմին, քան երբեւէ վերջին 20 տարում ՝ հրադադարի հաստատումից հետո։ Այս մասին ասվում է Միջազգային ճգնաժամային խմբի զեկույցում։

Փորձագետների  կարծիքով կողմերն ընդունում են այն վտանգը, որ նման էսկալացիայի դեպքում կներառվեն երկու հիմնական տարածաշրջանային տերությունները՝ Ռուսաստանն ու Թուրքիան, որոնք պայմանագրեր ունեն Հայաստանի ու Ադրբեջանի հետ համապատասխանաբար։

«Մինչ բռնության մակարդակը մնում է համեմատաբար ցածր, ցանկացած էսկալացիա կարող է արագ դուրս գալ հսկողությունից, ու ավելի մահաբեր մարտական գործողությունների վտանգը՝ ծայրահեղ կործանարար զենքի կիրառումով, իրական է։ Ապագա էսկալացիան զսպելու անկարողությունը, հավանաբար կհանգեցնի ծանր զոհերի՝ օտարերկրյա ինտերվենցիայի հետ համադրությամբ։ Տարածաշրջանային տերություններից ցանկացածի զորքերի տեղակայումը խորը ազդեցություն կթողնի Հայաստանի ու Ադրբեջանի ու նրանք ինքնիշխանության վրա՝  մինչ երկու երկրներն էլ հենց նոր են նշել անկախության 25-րդ տարեդարձը»,- ասվում է զեկույցում։

Վերլուծաբանները նշում են, որ Հայաստանը, որը մտահոգված է Լեռնային Ղարաբաղի անվտանգությամբ ու վրդովված Բաքվի համառությամբ, պնդում է, որ անվտանգության ռիսկերը նվազեցվեն մինչեւ առարկայական բանակցությունների սկիզբը։ Միաժամանակ Ադրբեջանը հիասթափված է ստատուս – քվոյի բազմամյա պահպանումով ու մտահոգված է նրանով, որ անվտանգության լրացուցիչ միջոցառումները կարող են ավելի ամրապնդել այն։

Վերլուծաբանների կարծիքով, պատերազմի վերսկսումը թույլ չտալու լավագույն միջոցը Ռուսաստանի, ԱՄՆ-ի ու Ֆրանսիայի համակարգված գործողություններն են։ «Նրանք նաեւ պետք է ճնշում գործադրեն Հայաստանի ու Ադրբեջանի առաջնորդների վրա, որպեսզի մեղմեն թշնամական հռետորաբանությունը, մեղմեն իրենց բանակցային դիրքորոշումները ու ընդունեն, մասնավոր կարգով, այլ ոչ թե հրապարակվ, որ այդ հակամարտությունը ի վերջո կկարգավորվի միայն բանակցային ուղով, այլ ոչ թե ուժով»,- ամփոփում են հեղինակները։
