Ծխելու մասին օրենքը կսկի գործել, երբ՝
1. «քյառթու» երիտասարդի կամ ամեն ինչ վրա թքած ունեցող միջին տարիքի երթուղայինի վարորդի գրպանից այդ օրենքը խախտելու դիմաց տուգանքները վճարվեն, հակառակ պարագայում, հույս չունեմ, թե օրենքի նկատմամբ հարգանքն ու օրենքի ուժի գիտակցությունը հասունացել է մեզ մոտ,
2. հասարակական վայրերում մեկ-երկու, իրենց իրավունքները լավ իմացող, կիրթ մարդիկ կսկսեն պահանջել դադարեցնել օրենքի խախտումը՝ նկատելուց անմիջապես հետո,
3. օրենքի ընդունումից ստացած լրջություն կփոխանցվի մեր դպրոցների մանկավարժների մոտ, ովքեր դեռ փոքր տարիքից պիտի հասկացնեն, որ ծխելով՝ ավելի շատ վնասում են կողքին գտնվողին,
4. վերջապես այս օրենքի ամբողջ լրջությունը և կարևորությունը գիտակցող զանգվածը կկարողանա ճիշտ պրոպագանդել, կկարողանա ազգի միջից «ծխող տղա՝ լավ տղա» միֆը քոքահան անել:
Այս ամենը ժամանակ է պահանջում, բայց դա բնականոն գործընթաց է և անխուսափելի: Եվ չնայած դրան՝ հասարակական վայրերում ծխելն արգելող օրենքի ընդունումն արժանի է միմիայն ողջույնի !!!!
