ՀՀ տնտեսական զարգացման և ներդրումների նախարար Սուրեն Կարայանն անդրադառնալով օտարերկրյա ներդրումների զուտ հոսքի բացասական լինելուն՝ նշեց, որ դա պայմանավորված է հայաստանյան ընկերությունների՝ արտերկրյա գործընկերներին կանխավճարներ վճարելով: 

«Օտարերկրյա ներդրումների զուտ հոսքը բացասական է,  ինչը հիմնականում պայմանավորված է այն հանգամանքով, որ բազմաթիվ կանխավճարներ են իրականացվել ներդրումային ծրագրերի շրջանակներում, որպեսզի հիմնական միջոցներ գան ՀՀ, ուստի դա երևում է որպես բացասական: Իսկ օտարերկրյա ուղղակի ներդրումների ներհոսքը դրական է. 2017-ի առաջին եռամսյակում արձանագրվել են 19,7 միլիարդ դրամի ուղղակի ներդրումներ, բացի այդ, բազմաթիվ ներդրումներ և վերաներդրումներ են իրականացվել տեղական ներդրողների կողմից:

Այնպես որ, այն ծրագրերը, որոնք հայտարարել էինք բնականոն հունով առաջ են ընթանում, իսկ զուտ ներհոսքի բացասական լինելը չի կարելի ներկայացնել որպես կապիտալի արտահոսք ՀՀ-ից,  որովհետև դրանում այն գումարներն են, որոնք Հայաստանի կազմակերպությունների կողմից որպես կանխավճար փոխանցվել են օտարերկրյա արտադրողներին՝ հիմնական միջոցներ ձեռք բերելու համար»,-  կառավարության նիստից հետո լրագրողների հետ զրույցում ասաց Կարայանը:  

Լրագրողների մեկի դիտարկմանը, թե կան գումարներ, որոնք արտահանվում են ներդրողների կողմից՝ Կարայանն ասաց, որ դժվարանում է ասել, թե նման քայլեր կան:
