Իրականացված ուսումնասիրությունների արդյունքում պարզ է դարձել, որ հասարակական կամ արտադրական օբյեկտների կառուցման համար համապատասխան հողամաս ձեռք բերելու ցանկություն ունեցող իրավաբանական կամ ֆիզիկական անձանց համար հողամասի կադաստրային արժեքի միանվագ և անհապաղ վճարման պահանջն էական բեռ է: Այդ մասին կառավարության նիստում հայտարարեց ՀՀ վարչապետ Կարեն Կարապետյանը՝ ավելացնելով, որ որոշ դեպքերում այդ պահանջը խոչընդոտ է կոնկրետ համայնքներում բիզնես ծրագրերի իրագործման համար: 

«Ստեղծված իրավիճակը պայմանավորված է հողային օրենսդրությամբ սահմանված կարգավորումներով, որոնք չեն նախատեսում համապատասխան վճարման տարաժամկետման հնարավորություն: Հաշվի առնելով նշյալը՝ հանձնարարում եմ ՀՀ ԿԱ անշարժ գույքի կադաստրի պետական կոմիտեի նախագահին, ՀՀ տարածքային կառավարման և զարգացման նախարարին՝ 2-ամսյա ժամկետում ուսումնասիրել և կառավարության աշխատակազմ ներկայացնել առաջարկություն հողային օրենսդրությամբ սահմանված հողամասի կադաստրային արժեքի միանվագ վճարման կարգը վերանայելու և տարաժամկետման հնարավորություն սահմանելու վերաբերյալ: Միաժամանակ սահմանելով ժամանակացույցի տրամադրման հստակ պայմաններ և անձանց կողմից պարտավորությունները ոչ պատշաճ կատարելու դեպքում պատասխանատվության գործիքակազմ»,-  ասաց Կարեն Կարապետյանը: 

Նրա խոսքով` այս հարցում կա վտանգ և կառավարությունը պետք է լրջորեն ուսումնասիրի, որպեսզի վարչական գործողությունների սուբյեկտիվ կիրառման հնարավորություն չտրվի:

«Յուրաքանչյուր տեղում տարաժամկետ ժամանակացույց է և այլն որոշվի ոչ կանոնակարգված ձևով»,- ասաց վարչապետը:
