Ամերիկացի վերլուծաբան․ Թրամփը կարող է ԱՄՆ-ն Ադրբեջանի նման կլեպտոկրատիա դարձնել

ԱՄՆ նախագահ Դոնալդ Թրամփի պաշտոնակալությունից հետո բոլորը փորձում են բացատրել նրա ուժեղ շեղումները ամերիկյան նորմերից, իսկ ոմանք էլ նույնիսկ ակնհայտ են համարում ամերիկյան ավտոկրատիայի պոտենցիալ ծնունդը։ Այս մասին գրում է Կարնեգի հիմնադրամի վերլուծաբան Սարա Չեյսը։
Հեղինակն առաջարկում է նոր տերմին Թրամփի քաղաքականության համար՝ կպեպտոկրատիա։ Նրա խոսքով, Թրամփի աշխատակիցները ու նրանց գործողությունները հիշեցնում են կլեպտոկրատական ցանց, որն այդքան հաճախ է հանդիպում բազմաթիվ զարգացած ու հետխորհրդային երկրներում։ «Ես խոսում եմ այն երկրների մասին, որտեղ կոռուպցիան հանգեցվում է քիչ թե շատ հարթված ու զարմանալիորեն հաջողակ բարդ ցանցերի համակարգին, որի նպատակն է փող վաստակել», - գրում է Չեյնսը։
Որպես նման համակարգի օրինակ հեղինակը ներկայացնում է Ադրբեջանը, որտեղ Ալիեւների ընտանիքը առնվազն 11 բանկերի ու էներգետիկայի, անշարժ գույքերի, ենթակառուցվածքի ու զբոսաշրջության ոլորտի կոնսորցիումների սեփականատեր է։
Այդ բոլոր երկրներում ընդհանուր միտումն այն է, որ ընտանիքների անդամները ծառայում են այդ համակարգի բոլոր տարրերը իրար հետ կապակցելուն։
Կլեպտոկրատիայի տարբերակիչ առանձնահատկություններից է նաեւ այն, որ այդ երեւույթը հաճախ վերազգային բնույթ ունի։ Օրինակ թուրքական բիզնեսը խորապես արմատացած է Ադրբեջանում։
Վերլուծաբանը երկու եզրակացություն է անում՝ նախ անհնար է աշխատել տնտեսական ոլորտներում, որոնք վերահսկվում են Ադրբեջանի, Ֆիլիպինների, Ղազախստանի կամ Թուրքիայի նման երկրներում գործող նման ցանցերի կողմից՝ առանց դրանց գործերի մեջ ներգրավվելու։ Երկրորդ, նման ցանցերը ճկուն ու կայուն կառուցվածքներ են՝ հնարավոր չէ ոչնչացնել ցանցը, նույնիսկ եթե պատժամիջոցներ ձեռնարկվեն թոփ մենեջերների նկատմամբ, կամ գահընկեց արվեն կառավարությունները, ու դրա օրինակներից են Բրազլիլիան ու Գվատեմալան։
Այսպիսով ամերիկացիները պետք է հետեւյալ դասը քաղեն՝ այդ ցանցերը ասես մոլախոտներ լինեն ու ավելի շատ ջանքեր են պետք, քան պարզապես առանձին հանցագործությունների համար դրանց պատժելն է։
