Խորհրդարանն այսուհետև ԱԺ միջազգային պայմանագրերը կվավերացնի կամ չեղյալ կհայտարարի օրենքով

Խորհրդարանն այսուհետև միջազգային պայմանագրերը կվավերացնի կամ չեղյալ կհայտարարի ոչ թե Ազգային ժողովի որոշմամբ, այլ օրենքով: Ազգային ժողովը քննարկում է «Միջազգային պայմանագրերի մասին» օրենքում փոփոխություններ կատարելու մասին օրենքի նախագիծը:

 Հիմնական զեկուցող, ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը նշեց, որ փոփոխությունները պայմանավորված են 2015 թ. ընդունված Սահմանադրության այն դրույթով, որ խորհրդարանը միջազգային պայմանագրերը վավերացնում կամ չեղյալ է համարում օրենքով: «Կառավարության կողմից ձեզ ներկայացված նախագծում կարգավորված են այն դրույթները, որոնք թույլ են տալու Ազգային ժողովին այսուհետև միջազգային պայմանագրերը վավերացնել կամ չեղյալ համարել ոչ թե Ազգային ժողովի որոշմամբ, այլ համապատասխան օրենքով: Համապատասխան օրենսդրական նախաձեռնության իրավունքը պատկանում է կառավարությանը: Օրենսդրական նախաձեռնությունը ներկայացնելու է կառավարությունը, և կառավարության ներկայացուցիչը պատգամավորներին ներկայացնելու է համապատասխան համաձայնագիրը»,-  նշեց Շավարշ Քոչարյանը:

Նա հավելեց, որ ներկայացված օրենքի նախագծով լուծում է տրվել մեկ այլ հարցի ևս: Շավարշ Քոչարյանը հայտնեց, որ ներկա պահին Ազգային ժողովի օրակարգում կուտակված են ավելի քան 30 միջազգային պայմանագրեր: «Քանի որ Սահմանադրության և Ազգային ժողովի կանոնակարգ օրենքի համաձայն այդ պայմանագրերը ևս պետք է վավերացվեն օրենքով, ապա կառավարությանը տրվում է մինչև մեկ ամիս ժամանակ, որպեսզի այդ ընթացքում համապատասխան որոշումերի նախագծերը ներկայացվեն Ազգային ժողով»,- մանրամասնեց ՀՀ ԱԳ նախարարի տեղակալը:
