Ազգային ժողովը քննարկում է «Պետական պաշտոններ զբաղեցնող անձանց սոցիալական երաշխիքների մասին» օրենքում փոփոխություններ կատարելու և «Քննչական կոմիտեի» մասին օրենքում փոփոխություններ կատարելու մասին օրենքների նախագծերի փաթեթը: Հիմնական զեկուցող, ՀՀ արդարադատության նախարարի առաջին տեղակալ Արթուր Հովհաննիսյանն ընդգծեց, որ 2014թ. հուլիսի 1-ին ուժի մեջ է մտել «Պետական կենսաթոշակների մասին&r! aquo; ՀՀ օրենքը, իսկ մինչ այդ կառավարության համապատասխան որոշմամբ Քննչական կոմիտեի ծառայողներին և դատախազներին հնարավորություն էր տրվում անցնել երկարամյա կենսաթոշակի, եթե նրանք ունեին 20 տարվա աշխատանքային ստաժ:

Ընդ որում, երկարամյա կենսաթոշակը բավականին բարձր էր: «2014թ. հուլիսին ընդունված «Պետական կենսաթոշակների մասին» օրենքով սահմանվեց, որ այն անձինք, ովքեր 2014թ. հուլիսի 1-ի դրությամբ ունեն 20 տարվա աշխատանքային ստաժ, կարող են անցնել երկարամյա կենսաթոշակի մինչև 2017թ. հուլիսի 1-ը: Նմանատիպ դրույթ սահմանվեց նաև «Քննչական կոմիտեի! մասին» օրենքում: Արդյունքում մ! ենք այսօր կանգնած ենք մի իրավիճակի առաջ, որ բազմամյա և բարձր պրոֆեսիոնալիզմով օժտված քննիչներ և դատախազներ, ովքեր ունեն 20 տարվա աշխատանքային ստաժ, պետք է 2017թ. հուլիսի 1-ից առաջ աշխատանքից ազատվելու դիմում պետք է գրեն, որպեսզի հետագայում չկորցնեն երկարամյա կենսաթոշակի անցնելու իրենց իրավունքը, քանի որ երկարամյա կենսաթոշակը կրկնակի բարձր է և այն ավելի մոտ է իրենց այսօրվա աշխատավարձերին»,- ընդգծեց Հովհաննիսյանը:

Նա հավելեց, որ այդ անձինք մեծ ցանկությամբ ցանկանում են շարունակել իրենց աշխատանքը, սակայն երկարամյա կենսաթոշակի անցնելու իրավունքից զրկվելու պատճառով ստիպված են ազատվել աշխատանքից: «Դրա համար մենք այս նախագծերով առաջարկում ենք սահմանել, որ այն անձանց, ովքեր արդեն իսկ ձեռք են բերել երկարամյա կենսաթոշակի անցնելու իրավունք, թույլ տալ, որպեսզի նրանք շարունակեն աշխատել մինչև 65 տարեկանը, ինչպես նաև, 2017թ. հուլիսի 1-ից հետո ցանկացած պահի աշխատանքից ազատվելիս, ևս օգտվեն երկարամյա թոշակի անցնելու իրավունքից: Դրանով մենք կերաշխավորենք դատախազների, Հատուկ քննչական ծառայության և Քննչական կոմիտեի ծառայողի պաշտոն զբաղեցնող անձանց սոցիալական երաշխիքները, կապահովենք նրանց հետագա աշխատանքը և կադրային սահուն քաղաքականությունը»,- եզրափակեց Հովհաննիսյանը:
