Յուրաքանչյուր կառավարություն, որը գալիս է իշխանության, իր պարտքն է համարում հանդիպում ունենալ Գյումրիում, անպայման մեծ-մեծ ու անիմաստ խոստումներ տալ: Այդ խոստումների մեջ մտնում են ` Գյումրիում տեխնոպարկ սարքելը, Գյումրու թռիչքային զարգացումը, տուրիզմի աննախադեպ զարգացումը, Կումայրի արգելոցի գեղեցկացումը, եթե ոչ քաղաքակրթական, ապա գոնե հայաստանյան մշակութային կենտրոն դարձնելը: 

Իհարկե, ցանկացած ողջախոհ մարդ, ով քիչ թե շատ հասկանում է Հայաստանում տեղի ունեցող գործընթացներից և տեղյակ է Գյումրիում տիրող իրավիճակից, գիտակցում է, որ այս ամենը, առավելագույնը բարի կենացների ժանրից է: Իսկ ընդհանրական դեպքում ̀ իշխանության հերթական ստերից:

Վերջին մառազմը կապված էր ԱՊՀ գեղեցկության մրցույթի մասնակիցներին Գյումրի բերելու հետ: Այսպես ասած, գալու էին, որ զմայլվեն քաղաքի գեղեցկությամբ: Սակայն գեղեցկուհիները ոչ միայն չզմայլվեցին, այլ նույնիսկ Գյումրի չմտան: Պատճառը չվերթի ուշացումն էր: Հիմա, եթե մի չվերթ չեք կարողանում կազմակերպել կամ գործընկեր կազմակերպությանը համոզել, որ նորմալ կազմակերպի, էլ մնացած դարակազմիկ իրողություններն ինչպե՞ս եք կազմակերպելու, պարոնայք իշխանավորներ:

Իրականում, Գյումրիին գլոբալ ծրագրեր պետք չեն: Ընդամենը պետք է մի քանի գործարան կառուցել, որ մարդիկ մնան իրենց քաղաքում ու աշխատեն: Դիլիջանյան հարյուր միլիոնանոց անիմաստ ծրագրերի փոխարեն, անհրաժեշտ է մի քանի բնակարան կառուցել կամ դատարկները գնել ու տալ անօթևաններին: Սովորական կենսական պայմանները զարգացնել, որ մարդն ուզենա փողոց դուրս գա և զբոսնի: 
Այլապես ստացվում է, որ ինչքան փորձում եք զարգացնել Գյումրին, այնքան քաղաքը դատարկվում է: Գնացեք, գնացեք տեսեք օրական քանի միկրոավտոբուս ու ավտոբուս է հեռանում այդ քաղաքից: Գյումրուն տվել եք համահայկական որբի տիտղոսը ու հեռվից զմայլվում և բարեգթություն եք ցուցաբերում: Կարիքը չկա: Դուք մի խառնվեք, միայն ձեր պարտավորությունները կատարեք: Մնացածն իր հունով կգնա:
