Զոհրաբ Մնացականյանը ՄԱԿ-ի Անվտանգության խորհրդում խոսել է ծերերի և երեխաների նկատմամբ Ադրբեջանի բռնություններից

ՄԱԿ-ի Անվտանգության խորհրդում մայիսի 25-ին տեղի ունեցավ քննարկում՝ «Զինված հակամարտություններում քաղաքացիական անձանց և առողջապահության պաշտպանությունը» խորագրով, որին ելույթով հանդես եկավ ՄԱԿ-ում ՀՀ մշտական ներկայացուցիչ Զոհրաբ Մնացականյանը: Այս մասին տեղեկացրին ՀՀ արտաքին գործերի նախարարության մամուլի, տեղեկատվության և հասարակայնության հետ կապի վարչությունից:
Անվտանգության խորհրդի բաց քննարկումը նախագահեց Ուրուգվայի արտաքին գործերի նախարար Ռոդոլֆո Նին Նովոան, ելույթ ունեցան մոտ յոթանասուն անդամ երկրների ներկայացուցիչներ:
Հանդիպման սկզբում ելույթով հանդես եկավ ՄԱԿ-ի Գլխավոր քարտուղար Անտոնիո Գուտերեշը, ով շեշտեց մարդու իրավունքների և միջազգային հումանիտար իրավունքի նկատմամբ հարգանքի ամրապնդման, ինչպես նաև մարդասիրական և բժշկական անձնակազմի պաշտպանության կարևորությունը:
Դեսպան Մնացականյանն իր ելույթում կարևորեց քաղաքացիական անձանց, ներառյալ հումանիտար և բուժաշխատողների պաշտպանության գործում միջազգային հումանիտար իրավունքի, հատկապես Ժնևյան կոնվենցիաների և դրանց լրացուցիչ արձանագրությունների անխտիր իրականացումը:
Շեշտելով հակամարտությունների և ճգնաժամային իրավիճակների կանխարգելման կարևորությունը, Զոհրաբ Մնացականյանը նշեց, որ «ճգնաժամերը, ոճրագործությունները և ցեղասպանությունները հանկարծակի տեղի չեն ունենում, դրանք տեսանելի և կանխատեսելի են լինում»։ Դեսպանը հիշատակեց, որ Հայաստանը միացել է «Ապահով դպրոցների հռչակագրին», որի նպատակն է պաշտպանել կրթական հաստատությունները ռազմական հարձակումներից և կիրառումից։
Անդրադառնալով 2016թ. ապրիլին Լեռնային Ղարաբաղի դեմ Ադրբեջանի կողմից իրականացված լայնածավալ ռազմական ագրեսիային՝ դեսպան Մնացականյանը հիշատակեց քաղաքացիական բնակչության, ներառյալ ծերերի և երեխաների նկատմամբ կիրառված բռնությունները։ ՀՀ կողմից կրկին կոչ արվեց իրականացնել 2016թ. մայիսին և հունիսին Վիեննայում և Սանկտ Պետերբուրգում կայացած գագաթաժողովների պայմանավորվածությունները՝ բանակցային գործընթացն առաջ մղելու համար անհրաժեշտ պայմաններ ապահովելու նպատակով։
Ելույթի ավարտին դեսպան Մնացականյանը կրկին Հայաստանի երախտագիտությունը հայտնեց Միավորված ազգերի կազմակերպությանը, Անվտանգության խորհրդին և Գլխավոր քարտուղարին՝ Լեռնային Ղարաբաղի հակամարտության կարգավորման գործում ԵԱՀԿ Մինսկի խմբի համանախագահների՝ որպես խնդրի կարգավորման նպատակով գործող միջազգայնորեն համաձայնեցված միակ ձևաչափի ջանքերին անվերապահ աջակցության համար։
