Աղբ թափելու համար նախատեսված տուգանքները կխստացվեն: «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում ՀՀ տարածքային կառավարման և զարգացման նախարարի առաջին տեղակալ, «Մաքուր Հայաստան» նախաձեռնության միջգերատեսչական հանձնաժողովի նախագահ Վաչե Տերտերյանը նշեց, որ վարչարարությունը պետք է ավելի գործնական դարձնել:

«Խախտողը պետք է պատժվի տեղում, հնարավորինս խիստ: Մեքենայից նետում են ծխախոտ, շիշ, տուփ, ամբողջական տոպրակներ` կենցաղային աղբով լցված: Դա պետք է չլինի: Դրանից բացի, կան անբարեկարգ աղբավայրեր, որտեղից  քամին աղբը դաշտերով սփռում է, արդյունքում ունենում ենք խայտառակ իրավիճակ: Մյուս կողմից մենք ունենք լուրջ անելիք, պետք է ստեղծել աղբամանների խիտ ցանց, որպեսզի քաղաքացին աղբը թափելու տեղ ունենա»,-ասաց Վաչե Տերտերյանը:

Չնախատեսված վայրերում աղբ նետելու համար տուգանքների մեխանիզմն այսօր կա, բայց, ըստ Վաչե Տերտերյանի, դա քիչ արդյունավետ է: Նրա փոխանցմամբ, առաջիկայում օրենսդրական բարեփոխումներ կարվեն և կգործարկվի տեսուչների ինստիտուտը: Տեսուչները կարձանագրեն խախտումները:

Նախարարի տեղակալը նշեց, որ պետք չէ մեղավոր փնտրել, ամբողջ համակարգով պետք է աշխատել թերությունները վեր հանելու և դրանք շտկելու համար: «Մաքուր Հայաստան» նախաձեռնության շրջանակում նախատեսված է  լուրջ քարոզչական աշխատանք:

Արդյունքներ մեկ օրում սպասել պետք չէ, սակայն Վաչե Տերտերյանը որպես լավ օրինակ ներկայացրեց հետիոտնի կողմից ճանապարհը հատելու գործընթացի կարգավորումը, երբ տուգանքների խստացման և համապատասխան քարոզչական աշխատանքի շնորհիվ իրավիճակը կանոնակարգվեց:

Վաչե Տերտերյանը նաև տեղեկացրեց, որ մշակելու են պոլիէթիլենային փաթեթավորման եղանակից աստիճանաբար թղթային փաթեթավորման անցնելու մեխանիզմներ:
