Առողջության համաշխարհային կազմակերպության տվյալներով` աշխարհում 450 միլիոն մարդ ունի հոգեկան խանգարում, աշխարհի բնակչության 25%-ի մոտ կյանքի ընթացքում լինում է որևիցե հոգեկան խնդիր, աշխարհում 26 միլիոն մարդ ապրում է շիզոֆրենիա ախտորոշմամբ, և զարգացող երկրներում շիզոֆրենիայով հիվանդների 90%-ը բուժում չի ստանում, իսկ շիզոֆրենիան հաշմանդամություն առաջացնող առաջատար պատճառներից է: Հոգե կան առողջության համաշխարհային ֆեդերացիան (ՀԱՀՖ) 1992 թվականից հոկտեմբերի 10-ը հռչակել է Հոգեկան առողջության համաշխարհային օր: Ինչպես Արմենպրես-ին տեղեկացրին ՀՀ առողջապահության նախարարության հասարակայնության հետ կապերի բաժնից, այս տավա կարգախոսն է. «Արժանապատվություն և հոգեկան առողջություն»: Օրվա խորհուրդն է մեկ անգամ ևս հասարակության, պետությունների կառավարությունների, կազմակերպությունների և անհատների ուշադրությունÕ ¨ հրավիրել հոգեկան առողջության խնդիրների և հիմնախնդիրների վրա, որոնք գնալով ահագնանում են ողջ աշխարհում: Արժանապատվությունը հոգեկան առողջության ոլորտում ներառում է ազատություն բոլոր տեսակի բռնություններից և չարաշահումներից, ազատություն խտրականությունից, անկախություն և ինքնորոշում, ներառում համայնքային և հասարակական կյանքում, մասնակցություն քաղաքականության մշակման գործընթացին:
Նշվածները ոչ միշտ են առկա հոգեկան առողջության խնդիրներ ունեցող մարդկանց պարագայում, սակայն այս կամ այն չափով խնդիր են աշխարհի բոլոր երկրներում:
Հոգեկան առողջության խնդիրների դեպքում որակյալ, մատչելի հոգեբուժական օգնություն և արժանապատիվ վերաբերմունք ստանալու իրավունքն ամրագրված է ՀՀ օրենսդրությամբ, սակայն ինչպես ամբողջ աշխարհում, այնպես էլ մեզ մոտ մատուցվող ծառայությունները բարելավման կարիք ունեն:
Վերջին շրջանում ՀՀ առողջապահության նախարարության և ՀՀ կառավարության կողմից ընդունվել են մի շարք նորմատիվ փաստաթղթեր, այդ թվում` հոգեկան առողջության պահպանման և բարելավման ռազմավարությունը և 2015-19թթ. գործողությունների պլանը, միաժամանակ, նախատեսվում է Համաշխարհային բանկի վարկային ծրագիր իրականացնել, ինչը շատ օգտակար կլինի բարեփոխումների իրականացման գործում:
