Հայաստանում կստեղծվի Կոռուպցիայի կանխարգելման հարցերով մարմին

ՀՀ արդարադատության նախարարի ժամանակավոր պաշտոնակատար Արթուր Հովհաննիսյանը մայիսի 25-ի կառավարության նիստի հաստատմանն է ներկայացրել «Կոռուպցիայի կանխարգելման և կոռուպցիայի կանխարգելման հարցերով մարմնի մասին» և հարակից օրենքներում փոփոխություններ և լրացումներ կատարելու մասին ՀՀ օրենքների նախագծերի փաթեթը: Այս մասին տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից:
Նշենք, որ ՀՀ Նախագահի` 2016 թվականի դեկտեմբերի 20-ի «Կոռուպցիայի դեմ պայքարի ոլորտում ինստիտուցիոնալ համակարգի բարեփոխումների ապահովման աշխատանքային խումբ ստեղծելու մասին» ՆԿ-262-Ա կարգադրության համաձայն ստեղծվել էր աշխատանքային խումբ, որի գործունեության արդյունքում էլ մշակվել է տվյալ օրենսդրական փաթեթը:
Արթուրի Հովհաննիսյանի խոսքով՝ Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողովի հենքի վրա նախատեսվում է ստեղծել Կոռուպցիայի կանխարգելման հարցերով մարմին, որն իրականացնելու է կոռուպցիայի կանխարգելման, այդ թվում՝ էթիկայի, շահերի բախման, անհամատեղելիության պահանջների, բարձրաստիճան պաշտոնատար անձի և հանրային ծառայողի նկատմամբ կիրառվող այլ սահմանափակումների պահպանմանը, ակտիվների, եկամուտների և շահերի հայտարարագրման համակարգերի կենսագործմանը, կրթական, հանրային իրազեկման բարձրացմանն ուղղված գործառույթներ:
Մարմինը գործելու է հակակոռուպցիոն մարմինների արդյունավետ գործունեության համար երաշխիք հանդիսացող ինքնավարության, ֆինանսական ինքնուրույնության, հանրային հաշվետվողականության և թափանցիկության, համագործակցության, կոլեգիալության և քաղաքական չեզոքության սկզբունքներին համահունչ:
«Կոռուպցիայի կանխարգելման հարցերով մարմինն օժտված կլինի նաև անհրաժեշտ գործիքակազմով և լծակներով, գործիքակազմի կարևորագույն տարրերից մեկն էլ պատասխանատվության միջոցներ կիրառելու կարողությունն է: Բացի այդ, հայտարարագրման հետ կապված պահանջները խախտելու դեպքում մարմինն անմիջականորեն կիրառելու է պատասխանատվության միջոցներ»,-նշել է Ա. Հովհաննիսյանը: Նախագծերի փաթեթով իրենց կարգավորումն են ստացել նաև կոռուպցիայի կանխարգելման բաղադրատարրեր հանդիսացող այնպիսի ինստիտուտներ, ինչպիսիք են շահերի բախումը, ակտիվների, եկամուտների, շահերի հայտարարագրումը, էթիկայի կանոնները, անհամատեղելիության պահանջները, կիրառվող այլ սահմանափակումները և նվերներ ընդունելու արգելքը:
