Գալուստ Սահակյանը՝ հօգուտ բանակում չծառայածների. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Չնայած 6–րդ գումարման խորհրդարանը նոր–նոր է սկսել իր աշխատանքները, ԱԺ նախկին նախագահ, այժմ պարզապես պատգամավոր Գալուստ Սահակյանն արդեն լծվել է օրինաստեղծ աշխատանքի: Ընդ որում՝ ԱԺ նախկին նախագահը որոշել է առաջնահերթ պաշտպանել բանակից խուսափողների իրավունքները:
Մեկ այլ ՀՀԿ–ական` Կարինե Աճեմյանի հետ Գալուստ Սահակյանը օրենսդրական նախաձեռնություն է ներկայացրել՝ «Սահմանված կարգի խախտմամբ պարտադիր զինվորական ծառայություն չանցած քաղաքացիների մասին» օրենքում փոփոխություն կատարելու մասին, որով փոխվում է գումարի դիմաց զինծառայությունից խուսափածների ներման ժամկետը:
Ըստ այդմ՝ եթե ներկա օրենքով պարտադիր վճարի դիմաց բանակ չգնալու համար քրեական հետապնդումից ազատվում էին մինչև 2015 թվականի մայիսի 1–ը ծառայությունից խուսափածները, ապա այժմ նույն ճանապարհով կարող են քրեական հետապնդումից խուսափել նաև մինչև 2017 թվականի մայիսի 1–ը բանակ չգնացածները: Ասել է թե՝ նախագծով գումարի դիմաց ներվելու հնարավորություն են ստանում նաև ապրիլյան պատերազմի ժամանակ բանակից խուսափածները:
Նախագծի հեղինակները հիմնավորել են, որ «Զինապարտության մասին» Հայաստանի Հանրապետության օրենքի խախտմամբ պարտադիր զինվորական ծառայության զորակոչից խուսափած ու 27 տարին լրացած Հայաստանի Հանրապետության քաղաքացիները, խուսափելով քրեական հետապնդումից, չեն վերադառնում հայրենիք:
Ուստի իրենք որոշել են Հայաստան վերադարձնել բանակում չծառայածներին՝ բնականաբար սահմանված գումարի դիմաց: «Այդ քաղաքացիների նկատմամբ հարուցված քրեական հետապնդումը դադարեցնելու նպատակով «Սահմանված կարգի խախտմամբ պարտադիր զինվորական ծառայություն չանցած քաղաքացիների մասին» Հայաստանի Հանրապետության օրենքի ընդունումից հետո մինչ այժմ ութ անգամ կատարվել է փոփոխություն, որը մեծ խթան է հանդիսացել հազարավոր երիտասարդների վերադարձը հայրենիք ապահովելու գործում»,– որպես հիմնավորում գրել են Գալուստ Սահակյանն ու Կարինե Աճեմյանը՝ հավելելով. «Ակնկալվում է, որ «Սահմանված կարգի խախտմամբ պարտադիր զինվորական ծառայություն չանցած քաղաքացիների մասին» ՀՀ օրենքի գործողության ժամկետի երկարաձգումը հնարավորություն է տալիս 27 տարին լրացած, պարտադիր զինվորական ծառայությունից խուսափած քաղաքացիներին սահմանված ժամկետում մուծել օրենքով սահմանված դրույքաչափերին համապատասխան վճարը, վերադառնալ հայրենիք և ազատվել քրեական հետապնդումից»:
