Արցախի ժողովրդին պակասում է միայն խաղաղությունը

Ժամանակն է՝ Արցախի ժողովրդին տալ խաղաղություն: ԱՊՀ երկրների ինստիտուտի հայաստանյան մասնաճյուղի կողմից «Անվտանգությունը Հարավային Կովկասում չճանաչված պետությունների քաղաքական ինստիտուտների զարգացման համատեքստում» թեմայով կազմակերպված կլոր սեղան-քննարկման շրջանակում լրագրողների հետ զրույցում ասաց ԱՊՀ < b> երկրների ինստիտուտի փոխտնօրեն Վլադիմիր Եվսեեւը:
«Դժվար է կառուցել պետականությունը զինված հակամարտության պայմաններում, որը, ցավոք, սրվում է: Ես Լեռնային Ղարաբաղում եմ եղել 2014 թվականի օգոստոսին՝ հենց այն ժամանակահատվածում, երբ իրադրությունը լարված էր: Եղել եմ այնտեղ նաեւ այս տարի սահմանադրական հանրաքվեի ժամանակ, եւ մենք միասին այնտեղ էին, որտեղ վերաբնակեցվել էին թալիշցիները: Այս ամենը խոսում է այն մասին, որ պատերազմ եղել է եւ կարող է լինել, եւ այս պայմաններում Լեռնային Ղարաբաղի Հանրապետությունը կայացնում է կարեւոր որոշում՝ փոփոխելով սահմանադրությունը, անցում կատարելով կա ռավարման նախագահական համակարգի՝ ի տարբերություն խորհրդարանականի, որը ձեւավորվել է Հայաստանում: Լեռնային Ղարաբաղի տարբեր շրջաններում եմ եղել, կարող եմ ասել, որ ժողովուրդը հստակ տրամադրված է այս հողը չլքելուն: Նրանք ամեն ինչ ունեն, տարբեր ռեսուրսներ, նրանց պակասում է միայն խաղաղությունը»,-ասաց նա:
Վլադիմիր Եվսեեւի խոսքով՝ սխալ էր Լեռնային Ղարաբաղին դուրս թողնել բանակցային գործընթացից, ինչն ամրագրված էր 1994-1995 թվականին կնքված համաձայնագրում:
«Ես հանդիպել եմ ԼՂ ղեկավարության ներկայացուցիչների հետ. կարծում եմ՝ Լեռնային Ղարաբաղի բախտը բերել է ունենալ ունենալ նման ղեկավարություն, որը, տեսնում, ինչքան է հոգնել այդ հակամարտությունից, սրացումներից: Շատ ընկերներ ունեմ այնտեղ, ինձ համար հաճելի է հաղորդակցվել ժողովրդի հետ: Հակամարտության շատ ու շատ կիզակետերում եմ եղել, կարող եմ ասել, որ այստեղի ժողովուրդը ոչնչով չի տարբերվում նրանցից, ովքեր օրինակ, Սիրիայում են պայքարում: Նրանք այն մարդիկ են, ովքեր ոչ միայն պատրաստ են դիմանալ այդ կոշտ ճնշմանը, այլեւ ունեն սեփական տարածքի պաշտպանության սուր զգացողություն, մի տարածքի, որտեղ ապրել են նրանց նախնիները, եւ որը պատրաստ են պաշտպանել ցանկացած թշնամուց»,-ընդգծեց Վլադիմիր Եվսեեւը:
