Ռուստամ Մախմուդյանը՝ դպրոցների օպտիմալացման ու համայնքների խոշորացման մասին

 «Որոշել ու տրամադրվել եմ, որ ԱԺ-ում պետք է ակտիվ գործունեություն ծավալեմ»,- խոսելով ազգային փոքրամասնությունների՝ եզդիների, ԱԺ-ում ներկայացված լինելու մասին, ասաց ԱԺ ՀՀԿ խմբակցության պատգամավոր, իրավաբանական գիտությունների թեկնածու ԵՊՀ դոցենտ Ռուստամ Մախմուդյանը :
 
«Մեր համայնքն ի ուրախություն մեզ այս պահին հրատապ լուծում պահանջող հարցեր ըստ էության կարելի է ասել չունի: Իմ նախընտրական հանդիպումներին խոստացել եմ մեր համայնքի ընտրողներին նախաձեռնել քննարկումներ 2014 թվականին Իրաքի հյուսիսում եզդիների նկատմամբ կատարված ցեղասպանության հարցի ճանաչման ուղղությամբ»,-ասաց նա:
 
Խոսելով դպրոցների օպտիմալացման խնդրից պատգամավորն ընդգծեց, որ յուրաքանչյուր նոր երեւույթ իր մեջ կարող է ունենալ մի շարք չլուծված հարցերի պատասխաններ. «Կարծում եմ, եթե դպրոցների օպտիմալացումն ուղղված է լինում ի շահ երեխաների որակյալ կրթություն ստանալուն, ապա միանշանակ դա ողջունելի է: Սակայն ոչ կոմպակտ բնակավայրերում բնակվող ազգային փոքրամասնությունների երեխաների համար կարող են որոշակի դժվարություններ առաջանալ, կապված հայ երեխաների հետ ազատորեն հաղորդակցվելու առումով: Դրական առումով օպտիմալացումը կարող է նպաստել մատաղ սերնդի լիարժեք կրթություն ստանալուն, որպես օրինակ՝ եթե մի դպրոցում տարբեր դասարանների 6 աշակերտի 1 ուսուցիչ է դասավանդում նրանցից յուրաքանչյուրին տրամադրելով 15 րոպե, ապա դրա արդյունավետության մասին խոսելն այդքան էլ ճիշտ չէ: Պետք է հասկանանք, որ եթե այսպես շարունակվի, ապա վաղը կամ մյուս օրը մենք չենք ունենա համապատասխան կրթված երիտասարդություն: Այլ բան է, երբ պետության կողմից կստեղծվեն բոլոր այն պայմանները, որպեսզի հարեւան գյուղական համայնքների դպրոցականների փոխադրման հարցը լուժվի պատշաճորեն: Շատ ավելի լավ է, որ դասարանը լինի մեծ, իսկ դասավանդող մանկավարժների որակն էլ ավելի բարձր »:
 
Ինչ վերաբերում է համայնքների խոշորացման հարցին, պատգամավորը կարծում է, որ տվյալ ծրագիրը տրամաբանության շրջանակներում է. « Երբեմն փոքր համայնքներ ունենում են համայնքապետարանի այնպիսի թվաքանակ, որը գերազանցում է գյուղի բնակիչների թվաքանակին: Իհարկե, այսօրվա սոցիալական պայմաններում դրանով աշխատանքի հարց է լուծվում, այնուամենայնիվ այն շահավետ չէ ռեսուրսների օգտագործման առումով : Այստեղ էլ անհրաժեշտ է առանձնակի մոտեցում ցուցաբերել կոմպակտ բնակվող ազգային փոքրամասնությունների համայնքների նկատմամբ ելնելով ազգային փոքրամասնություններին բնորոշ առանձնահատկություններին: Վերջնական նախագիծը խորհրդարան ներկայացնելուց հետո միայն կարելի է դետալային խոսել երեւույթի դրական կամ բացասական կողմերի մասին»:
