Արդիական է դառնում այն հարցը, որ Լեռնային Ղարաբաղը պետք է ունենա անմիջական ներգրավվածություն բանակցային գործընթացում, որը վերաբերում է իր իսկ ապագային: «Արմենպրես»-ի հաղորդմամբ՝ ԱՊՀ երկրների ինստիտուտի Հայաստանյան մասնաճյուղի կողմից «Անվտանգությունը Հարավային Կովկասում չճանաչված պետությունների քաղաքական ինստիտուտների զարգացման համատեքստում» թեմայով կազմակերպված կլոր սեղն-քննարկման շրջանակում լրագրողների հետ զրույցում ասաց ԱՊՀ երկրներիինստիտուտի հայաստանյան մասնաճյուղի ղեկավար Ալեքսանդր Մարգարովը:
«ԱՊՀ երկրների ինստիտուտի հայաստանյան մասնաճյուղը, որը գործում է երկրում ավելի քան 10 տարի, պարբերաբար անց է կացնում միջոցառումներ, որոնք միտված են արդիական խնդիրներին, որոնք հանդես են գալիս որպես հիմնարար հարցեր, այդ թվում նաեւ Հայաստանի արտաքին քաղաքականության օրակարգի համար: Այդ հարցերից են նաեւ անկախ պետությունների միջեւ, ինչպես նաեւ չճանաչված պետությունների միջեւ հարաբերությունները»,-նշեց նա:
Քաղաքագետի դիտարկմամբ՝ այսօր մեր տարածաշրջանում կա կայունության եւ անվտանգության պահանջարկ, եւ առաջանում է չճանաչված պետություններին զուգահեռ տարածաշրջանում կայունության ապահովման հարցը: Նրա խոսքով՝ հենց նման հարցերի շուրջ է կայանալու հայ եւ արտերկրից ժամանած փորձագետների միջեւ քննարկումը:
«Բազմիցս հնչել է այն միտքը, որ Արցախի Հանրապետությունը պետք է դիտարկվի որպես բանակցային գործընթացի դերակատար: Առկա են հետեւյալ երեք մոտեցումները. այն, որ Հայաստանի Հանրապետությունն ի վիճակի է հանդես գալ որպես ԼՂ անկախության եւ անվտանգության երաշխավորներից մեկը եւ ներկայացնում է այն մոտեցումը, որը կա Լեռնային Ղարաբաղում: Երկրորդ մոտեցումն այն է, որ համանախագահները պարբերաբար այցելում են եւ հանդիպումներ են ունենում այդ թվում նաեւ ԼՂ ներկայացուցիչների հետ: Եվ երրորդը՝ ոչ մի կարգավորում եւ լուծում հնարավոր չէ առանց այն մոտեցման, որը կարող են տալ Արցախի իշխանությունները եւ Արցախի ժողովուրդը: Այսօր խոսում ենք երեք տարրերի մասին, որոնք անմիջականորեն ոչ, բայց միջնորդավորված ձեւով ապահովում են Արցախի ներկայությունը բանակցային գործընթացում»,- եզրափակեց Ալեքսանդր Մարգարովը:
