Հայաստանը գնահատում է այն նախաձեռնությունները, որոնք ուղղված են մարդու իրավունքների համաեվրոպական գործիքների հավասար կիրառմանը ողջ մայրցամաքում՝ առանց տարբերակման, ներառյալ՝ հակամարտությունների գոտիներում: Այս մասին Եվրոպայի խորհրդի Նախարարների կոմիտեի 127-րդ նիստում ունեցած ելույթում ասել է Հայաստանի Հանրապետության արտաքին գործե րի նախարար Էդվարդ Նալբանդյանը:

Նա շնորհավորել է Իոաննիս Կասուլիդիսին Նախարարների կոմիտեի հաջող նախագահության կապակցությամբ: «Կիպրական նախագահության առաջնայնությունները լավագույնս միտված էին արձագանքելու այն մարտահրավերներին, որոնց այսօր առերեսվում է Եվրոպան: Այդ առաջնայնություններից մշակութային ժառանգության պաշտպանությունը հատկապես կարևոր է հայ ժողովրդի համար, ով մշակութային արժեքների հսկայական կորուստներ է կրել իր պատմության ընթացքում և բոլորովին վերջերս` Ադրբեջանում` այդ երկրի կառավարության ձեռքով, և Սիրիայում` ահաբեկչական խմբավորումների կողմից: Այս առումով մենք ողջունում ենք Մշակութային սեփականության դեմ հանցանքների վերաբերյալ Եվրոպայի խորհրդի կոնվենցիայի ընդունումը»,- նշել է ԱԳ նախարարը:

Որպես կիպրական նախագահության մեկ այլ առաջնահերթություն նա առանձնացրել է Կրթության միջոցով ժողովրդավարության հաստատումը՝ որպես համերաշխ և հանդուրժողական հասարակությունների ստեղծման կարևոր միջոց: «Ցեղասպանությունների և մարդկության դեմ հանցագործությունների կանխարգելման գործում առանցքային դեր է խաղում ժողովուրդների հիշողության իրավունքը, նրանց իրավունքը հիշատակի հարգման, կրթության միջոցով իրազեկելու նախկինում տեղի ունեցած ողբերգությունների մասին»,- ասել է Նալբանդյանը։

Նա ողջունել է այն փաստը, որ «Ժողովրդավարության, մարդու իրավունքների և օրենքի գերակայության իրավիճակի» մասին իր տարեկան զեկույցում Եվրոպայի խորհրդի գլխավոր քարտուղարը հատուկ անդրադարձ է կատարել պոպուլիզմին, ինչը հատկապես վտանգավոր է, երբ զուգորդվում է պետության կողմից սատարվող ատելության քարոզով և այլատյացությամբ: «Ազատ մամուլը, մարդու իրավունքների և ժողովրդավարական քաղաքացիության վերաբերյալ կրթությունը, ակտիվ քաղաքացիական հասարակությունը անհրաժեշտ են` հաղթահարելու այս երևույթը: Ավելին, «օրենքի գերակայություն» ե զրը իրենից ներկայացնում է կոնցեպտ, որը տրամագծորեն հակադրվում է «ուժի գերակայությանը» կամ «ուժի կիրառմանը»:

Մենք գնահատում ենք այն նախաձեռնությունները, որոնք ուղղված են մարդու իրավունքների համաեվրոպական գործիքների հավասար կիրառմանը ողջ մայրցամաքում՝ առանց տարբերակման, ներառյալ՝ հակամարտությունների գոտիներում: Եվրոպայի խորհրդի առաջնային նպատակն է ապահովել, որ Մարդու իրավունքների եվրոպական կոնվենցիայով երաշխավորված ընդհանուր արժեքների և անհատների իրավունքների իրականացումը պայմանավորված չլինի տարածքի կարգավիճակով, որտեղ բնակվում է ժողովուրդը»,- հայտարարել է ՀՀ արտգործնախարարը:
