Պատմության մեջ թերևս առաջին անգամ Մինսկի խումբը հանդես եկավ հասցեական հայտարարությամբ ու վերջին օրերին շփման գծում աճած լարվածության պատասխանատվությունը դրեց Ադրբեջանի վրա։ Ինչ խոսք, հայկական լսարանն արդեն կորցրել էր հույսը, որ նման բան հնարավոր է, բայց արի ու տես, որ եղավ։
Միջազգային քաղաքականությունում հրաշքներ չեն լինում։ Լինում են հաշվենկատ ու հետևողական գործողություններ կամ էլ իրավիճակային ֆորսմաժորներ՝ դրանցից բխող հետևանքներով։ Մեծ հավանականությամբ՝ այս «հրաշքի» դեպքում երկու գործոններն էլ ակտուալ են։
Մի կողմից՝ միջնորդների համբերությունը սկսել է հատել Ադրբեջանի անսանձ վարքից։ Նամանավանդ հարթ չեն ռուս-ադրբեջանական հարաբերությունների վերջին զարգացումները՝ կապված ադրբեջանական գլխավոր լոբբիստական ՀԿ-ներից մեկի փակման հետ, ինչպես նաև Ռուսաստանում սրբության սրբոց համարվող «Անմահ գնդի» երթի սադրանքների հետ։ Գումարած դրան՝ համանախագահող երկրները չափազանց շատ գլխացավանք ունեն հիմա, որպեսզի աչք փակեն Արցախում էսկալացիայի նոր շրջափուլի վրա, իսկ Սփայկ հակատանկային հրթիռի կիրառությունը այնպիսի լկտի սադրանք էր, որ կարող էր ու բերեց այդ լարվածության էքսպոնենտային աճի։ Ու հիմա, եթե Ադրբեջանին այս շառաչուն ապտակը չհասցվեր, երաշխավորված կլիներ լարվածության հետագա աճը։ Այնպես չէ, որ հիմա այն բացառվում է, բայց գոնե մեկ զսպող գործոն ավելացավ։
Մյուս կողմից՝ չի կարելի բացառել նաև հայկական կողմի դերակատարությունը, նամանավանդ կուլուարային ֆորմատով։ Ճիշտ է, ի տարբերություն շատ հեքիմ-վերլուծաբանների՝ ես չեմ կարող սուրճի բաժակ նայելով գուշակություններ անել, թե ինչ ազդակներ են փոխանցել ՀՀ իշխանություններն ու արտաքին գերատեսչությունը, բայց ուզում եմ հավատալ, որ նման իմպուլսներ, այնուամենայնիվ, եղել են, և այդ իմպուլսները՝ համեմված Ադրբեջանի դժգոհությամբ, բերել են այս հայտարարությանը։
Ամեն դեպքում ֆիքսենք օբյեկտիվ իրականությունը․ ՄԽ-ն առաջին անգամ գոնե փորձում է կատարել իր ֆունկցիոնալ գործառույթը։ Դա ո՛չ վատ է, ո՛չ էլ լավ։ Դա նորմալ է։ Հուսանք, որ սա եզակի դրսևորում չի լինի ու կկրի շարունակական բնույթ։
