Ստատուս-քվոյի փոփոխությունը մեզ համար ընդունելի է, բայց միայն ու միայն հիմնահարցի համապարփակ կարգավորման դեպքում: Այս մասին Ազգային ժողովում ունեցած ելույթում հայտարարեց Հայաստանի Հանրապետության նախագահ Սերժ Սարգսյանը՝ անդրադառնալով նախընտրական շրջանում քաղաքական ուժերի կողմից հնչեցված մի շարք մտքերի, որոնք, ըստ նրա, կարող են սխալ մտ այնության պատճառ դառնալ:

«Նախ փորձ կատարվեց վերակենդանացնել ԼՂ հակամարտության շուրջ վաղեմի առաջարկներից մեկի քննարկումը, ինչը ստացվեց և դա բնական է: Պնդել, որ անցյալում լավագույն փաստաթուղթն է բանակցվել, որն այսօր կարող է հանգուցալուծման բանալի լինել, նշանակում է մեղանչել իրականության դեմ: Իսկ իրականությունն այն է, որ 1997 թվականի դեկտեմբերին փաստաթուղթը չէր հավակնում հիմնահարցի հանգուցալուծմանը, այլ, ինչպես վերնագիրն էր վկայում, ուղղված էր զինված հակամարտության դադարեցմանը: Այն մի տեսակ զինադադարի նոր համաձայնագիր էր նախատեսում՝ այս անգամ համեմված խաղաղապահ ուժերով և մի շարք այլ դրույթներով: Հայկական կողմերը ստանում էին անվտանգության կասկածելի երաշխիքներ և հակամարտության քաղաքական կարգավորման ոչ պակաս կասկածելի ու անորոշ հեռանկար՝ փոխարենն անելով անհամաչափ զիջումներ»,- նշեց Սերժ Սարգսյանը:

Նախագահն ընդգծեց, որ 20 տարվա վաղեմության այս առաջարկի կողմնակիցները թե այն ժամանակ, թե հիմա դրան մերժողներին մեղադրում են՝ անվանելով ստատուս-քվոյի պահպանման կողմնակիցներ: «Երբ Բաքուն է կեղծում, թե իբր մենք ցանկանում ենք ամեն գնով պահպանել ստատուս-քվոն, դա միգուցե տեղավորվում է հակառակորդի տրամաբանության շրջանակներում, բայց Հայաստանից հնչող այդ տեսակետը չի կարող ընդունելի լինել: Ստատուս-քվոյի փոփոխությունը մեզ համար ընդունելի է, բայց միայն ու միայն հիմնահարցի համապարփակ կարգավորման դեպքում»,- ասաց նա:

Սերժ Սարգսյանը հիշեցրեց, որ Հայաստանը բազմիցս է կողմ արտահայտվել փոխզիջման հիման վրա հանգուցալուծման գնալու օգտին, որի էությունն Արցախի ինքնորոշման իրավունքի ճանաչումն ու իրացումն է:

«Այս մոտեցումն էր արտահայտված Կազանի փաստաթղթում: Թեպետ այն մերժվեց Ադրբեջանի կողմից, սակայն նախորդ փաստաթղթերի նման ի պահ չհանձնվեց ԵԱՀԿ քարտուղարություն, այսինքն շարունակում է մնալ որպես վերջին աշխատանքային փաստաթուղթ: Այո, փոխզիջման հիման վրա, այլ ոչ թե միակողմանի զիջումների՝ տեղի տալու ադրբեջանական սպառնալիքներին, թե հակառակ դեպքում պատերազմն անխուսափելի է:

Այո, մենք չենք ցանկանում ստատուս-քվոյի պահպանում, և ոչ մի օր ավել, չենք ուզում հաջորդ սերունդների ուսերին դնել հիմնահարցի լուծման ծանրությունը, և հենց սրան են ուղղված համանախագահ երկրների հետ միասին հիմնահարցի կարգավորման մեր համատեղ ջանքերը: Ես չեմ խոսի նախորդ տարբերակների համեմատ Կազանի փաստաթղթի բոլոր առավելությունների մասին, քանի որ խախտած կլինեմ բանակցությունների խորհրդապահությունը: Միայն կրկնեմ, որ մինչև հիմա որևէ մեկը հրապարակավ չի կարողացել ճշգրտորեն ներկայացնել այն տարբերակը, որի մանրամասները մենք  երկար տարիներ քննարկում ենք»,- նշեց նա:
