ԵԽ մարդու իրավունքների հանձնակատար Մյուժնիեկսը սուր քննադատության է ենթարկել Ադրբեջանի իշխանություններին

Եվրոպայի Խորհրդի մարդու իրավունքների հանձնակատար Նիլս Մյուժնիեկսը անդրադարձել է Ադրբեջանում ձերբակալված քաղաքացիական ակտիվիստներին:

Այս մասին հայտնում է ադրբեջանական azadliq.info լրատվական գործակալությունը:

Մյուժնիեկսը հայտարարության մեջ անդրադարձել է քաղաքական դրդապատճառներով ձերբակալված ակտիվիստներ Իլքին Ռուստամզադեին, Իլգար Մամմեդովին, Բայրամ Մամմեդովին, Գիաս Իբրահիմովին, բլոգեր և «Լրագրողների ազատության և անվտանգության» ինստիտուտի ներկայացուցիչ Մեհման Հուսեյնովին:

Մարդու իրավունքների հանձնակատարը նշել է, որ այս բոլոր անձինք դատապարտված են թմրանյութեր պահելու, իրացնելու, խուլիգանության և այլ հատկանիշներով, սակայն իրականությունն այն է, որ այս մարդիկ քննադատել են Ադրբեջանի իշխանություններին, զբաղվել ընդդիմադիր գործունեությամբ և ձերբակալությամ միջոցով լռեցվել:

« Մի քանի օր անց լրանալու է Իլգար Մամեդովի բողոքի հիման վրա Մարդու իրավունքների եվրոպական դատարանի հրապարակած վճռի երեք տարին: ՄԻԵԴ-ը  եկել էր եզրակացության, որ Ադրբեջանում գործող «Ռեալ» ընդդիմադիր շարժման առաջնորդ Իլգար Մամեդովը ձերբակալվել է քաղաքական շարժառիթներով և նրա ձերբակալությունը կատարվել է իշխանություններին քննադատելու պատճառով: Այդ վճռից արդեն անցել է 3 տարի, սակայն  Մամեդովը շարունակում է ձերբակալված մնալ»,- ասել  Մյուժնիեկսը:

«Իլգար Մամեդովը մեկն է քաղաքական շարժառիթներով ձերբակալված մի շարք ակտիվիստներից: Այս հանգամանքը ինձ շատ է մտահոգում: Ես 2015թ-ից սկսած Մարդու իրավունքների եվրոպական դատարան եմ ներկայացրել Ադրբեջանի վերաբերյալ 7 գործ: Իմ կարծիքով այդ բոլոր գործերն արտացոլում են Ադրբեջանում Մարդու իրավունքների շուրջ առկա խնդիրները, խոսքի ազատության սահմանափակումները, հասարակական կազմակերպությունների կաշկանդվածությունը, իրավապաշտպանների և փաստաբանների նկատմամբ իրականավող իշխանական հետապնդումները»,- հավելել է ԵԽ մարդու իրավունքների հանձնակատարը:

Մյուժնիեկսը նշել է, որ ինքը խստորեն քննադատում է Ադրբեջանի իշխանությունների նմանօրինակ քայլերը և պահանջում ազատ արձակել քաղաքական շարժառիթներով ձերբակալված ակտիվիստներին: 

Ադրբեջանում քաղաքական շարժառիթներով ձերբակալված անձանց ազատ արձակելու պահանջով հանդես են եկել բազմաթիվ միջազգային հեղինակավոր կազմակերպություններ և պաշտոնատար անձինք, սակայ Ադրբեջանի իշխանությունները մնում են անդրդվելի և ավելի են կոշտացնում խոսքի ազատության սահմանափակման հակաօրինական մեթոդները:

Ադրբեջանում իշխող ալիևյան վարչակարգի օորոք խոսքի ազատության, երբեմնի կենսունակ և ակտիվ քաղաքացիական հասարակության դրությունը ավելի է վատթարացել, իշխանություններին քննադատող անձինք ձերբակալվել և տարբեր խոշտանգումների  ու ճնշումների են ենթարկվել:

Ադրբեջանում ընդունված սահմանափակող օրենքները գրեթե անհնար են դարձնում հասարակական կազմակերպությունների գործունեությունը:

Ձերբակալվածներին առաջադրվում  են թմրանյութեր պահելու եւ օգտագործելու, խուլիգանության, ապօրինի ձեռնարկատիրական գործունեություն ծավալելու և բազմաթիվ այլ շինծու մեղադրանքներ, սակայն ձերբակալությունների իրական դրդապատճառները  քաղաքական են:
