Փորձագիտական խումբը ՀՀ համայնքների դպրոցների ու մանկապարտեզների ծախսերի շուրջ վերլուծություններ է կատարել

ՀՀ ՏԿԶ նախարարության նորաստեղծ վերլուծական-փորձագիտական խմբի կողմից կատարվել են մի  քանի տասնյակ համայնքների մանկապարտեզների, դպրոցների և աղբահանության ծախսերի վերաբերյալ վերլուծություններ: Այս մասին տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարության հասարակայնության հետ կապերի բաժնից:

1. Նախադպրոցական ուսումնական հաստատությունների վերլուծությունը իրականացվել է հիմք ընդունելով տարեկան 50 մլն դրամ և ավելի բյուջեներ ունեցող համայնքների (184 համայնքներ,  բացառությամբ Երևանի) 2015, 2016 և 2017 թթ-ի ներկայացված բյուջեների և կատարված ծախսերի հաշվետվությունները: Մասնավորապես, սննդի ծախսերի, հաստիքների քանակի, սաների քանակի և բյուջեների վերլուծության արդյունքում պարզվել է, որ կան խիստ անհամաչափություններ և  մի շարք փոփոխություններ թույլ կտան կանոնակարգել ինչպես մանկապարտեզներում սննդի ծախսերի գրեթե տասնապ ատիկ անհամաչափությունները, սաների թվի, խմբերի թվի և աշխատողների թվի հարաբերակցությունը, այնպես էլ կառաջացնեն լրացուցիչ  խնայողություններ:

2. ՀՀ մարզային ենթակայության տակ գտնվող դպրոցների ֆինանսական գործունեության վերլուծությունն իրականցվել է ՀՀ մարզերում գործող հանրակրթական ընդհանուր ծրագիր իրականացնող պետական դպրոցների համար՝ տրոհելով դպրոցները կլաստերների ըստ աշակերտների թվաքանակի:  Ուսումնասիրությամբ պարզվել է, որ դպրոցների ֆինանսավորման հիմնական սկզբունքի մեջ կան էական բացթողումներ,  որի հետևանքով բյուջեների վերաբաշխման անհրաժեշտություն կա: Վերհանված ցուցանիշները թույլ են տալիս եզրակացնել, որ դպրոցների ֆինանսավորումը ըստ աշակերտների թվի և դրա համար կիրառվող բանաձևն արդյունավետ չէ:

3. ՀՀ 43 համայնքում աղբահանության ծախսերի վերլուծության  նպատակն է  պարզել մեկ շնչին բաժին ընկնող աղբահանության միջին ծախսը, գնահատել աղբահանության դիմաց գանձվող վճարների հավաքագրման մակարդակը և հաշվարկել, թե որ դեպքում է աղբահանության գործընթացը դառնում ինքնածախսածածկ: Այս ուսումնասիրության արդյունքները ցույց են տվել առկա կառավարման և ֆինանսական խնդիրները, նշվել է, որ դրանց վերացման արդյունքում հնարավոր է ունենալ զգալի  տնտեսում: Այդ առումով, վերլուծական խումբը ներկայացրել է նաև կոնկրետ առաջարկություններ:  

Մայիսի 12-ին ՀՀ վարչապետ Կարեն Կարապետյանին ՀՀ   տարածքային կառավարման և զարգացման նախարարություն այցի ժամանակ ներկայացվել են վերոնշյալ վերլուծությունները: Գնահատելով վերլուծական խմբի կատարած աշխատանքը, Վարչապետը կարևորել է նաև համայնքների թվայնացումը, ընդգծել, որ արդյունքում մեծածավալ տեղեկատվություն է լինելու, ինչը թույլ կտա համեմատել համանման համայնքները, վեր հանել խնդիրներն ու գնալ դրանց լուծմանը:
