Հայաստանը ԵԱՏՄ-ին առաջարկել է ապրանքների շուկայի վերահսկողության մարմինների միասնական սկզբունքներ

ՀՀ տնտեսական զարգացման և ներդրումների նախարարությունն անդրադարձել է ռուսական լրատվամիջոցներում տարածված տեղեկատվությանը Եվրասիական տնտեսական միության շրջանակներում մարդու առողջության համար վտանգավոր ապրանքների մասին ծանուցման միասնական համակարգ ստեղծելու վերաբերյալ հրապարակումներին:
Ինչպես հայտնեց ՀՀ տնտեսական զարգացման և ներդրումների նախարարի մամուլի խոսնակ Աննա Օհանյանը, 2014 թվականին Եվրասիական տնտեսական հանձնաժողովի կողմից ներկայացվել է շուկայի վերահսկողության տեսչական մարմինների գործունեության միասնական սկզբունքների սահմանման մասին համաձայնագրի անհրաժեշտությունը։ «Հայաստանը, ունենալով տեսչական բարեփոխումների փորձ, ստանձնեց նշված սկզբունքների սահմանման համաձայնագրի մշակման աշխատանքները։ Քննարկումների արդյունքում նախագիծը քննարկվել և լրամ շակվել է միության անդամ պետությունների կողմից, ինչպես նաև շրջանառվել սահմանված կարգով: Վտանգավոր ապրանքների մասին ծանուցման տեղեկատվական միասնական համակարգը ամբողջ համաձայնագրի մի մասն է միայն»,- ասաց Օհանյանը:
Նա նաև հայտնեց, որ համաձայնագրով նախատեսվում է փոխել շուկայի վերահսկողության ձևաչափը` պետական տոտալ ստուգումներից անցում կատարել ռիսկի վրա հիմնված և ծրագրային վերահսկողության, քանի որ պետության ռեսուրսներն այս առումով սահմանափակ են. այն չի կարող վերահսկել ամբողջ շուկան: «Այս բարեփոխումը աշխարհում և արդեն Հայաստանում կիրառվող պրակտիկա է, ինչն էլ առաջարկում ենք մեր ԵԱՏՄ գործընկերներին»,- մանրամասնեց Օհանյանը:
Համաձայնագրով նախատեսվում է գործարկել վտանգավոր ապրանքների իրազեկման ընդհանուր տեղեկատվական համակարգ Եվրասիական տնտեսական միության ներսում, ինչի միջոցով երկրները կփոխանակվեն միասնական շուկայում առկա մարդու առողջությանը վտանգ սպառնող կամ բարձր ռիսկ պարունակող ապրանքների մասին անհրաժեշտ տեղեկատվությամբ։ Նշված համակարգի օգտվողները կլինեն ոչ միայն վերահսկողություն իրականացնող մարմինները, այլ նաև սպառողները, որոնց իրազեկվածության մակարդակի բարձրացման շնորհիվ հնարավոր կլինի կանխել վտանգավոր և այնպիսի արտադրանքի իրացումը ԵԱՏՄ շուկայում, որը չունի անվտանգության մասին հավաստող համապատասխան փաստաթուղթ:
