ՀՀ գյուղնախարարության պաշտոնյային մեղադրանք է առաջադրվել կաշառք ստանալու համար

ՀՀ հատուկ քննչական ծառայությունում ավարտվել է ՀՀ գյուղատնտեսության նախարարության սննդի անվտանգության պետական ծառայության պաշտոնյայի կողմից կաշառք ստանալու և անասնաբուժական վկայական կեղծելու դեպքի վերաբերյալ քննված քրեական գործի նախաքննությունը: Արդյունքում պարզվել է, որ հիշյալ տեսչության գլխավոր մասնագետ-տեսուչ Հակոբ Հակոբյանը, պատասխանատու լինելով Արարատի մարզի տարածքում անասնաբուժության բնագավառի պետական վերահսկողության համար, իր պաշտոնեական դիրքն օգտագործելով, կաշառքի դիմաց, Արարատ գյուղի անասնաբույժ Արմեն Մանուցյանին դրդել է կազմել և իրացնել հետին ամսաթվով թվագրված կեղծ անասնաբուժական վկայական: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՔԾ լրատվական ծառայությունից:
 
Մասնավորապես, քննությամբ պարզվել է, որ Արարատ գյուղի բնակիչ Հակոբ Սարգսյանի կողմից առանց համապատասխան անասնաբուժական վկայականի Վայոց ձորի մարզ տեղափոխվող ոչխարի հոտը Երևան–Մեղրի ավտոճանապարհին վրաերթի է ենթարկվել, որի հետևանքով սատկել է 59 գլուխ գառ և ոչխար: Վրաերթից անմիջապես հետո դեպքի վայր ժամանած Հ. Սարգսյանի եղբայրը` Լևոն Սարգսյանը, տեսնելով, որ բացակայում է ոչխարների հոտը մարզից մարզ տեղափոխելու իրավունք վերապահող, ինչպես նաև վերը նշված դեպքի հետ կապված ապահովագրական հատուցման համար անհրաժեշտ անասնաբուժական վկայականը , այն տրամադրելու նպատակով դիմել է ՀՀ գյուղատնտեսության նախարարության ՍԱՊԾ գլխավոր մասնագետ-տեսուչ Հ. Հակոբյանին:
 
Վերջինս, համաձայնվելով կաշառքի դիմաց հետին ամսաթվով թվագրված անասնաբուժական վկայական տրամադրելու Լ. Սարգսյանի առաջարկին, Արարատ գյուղի անասնաբույժ Ա. Մանուցյանին հանձնարարել է կազմել նշված կեղծ վկայականը` Լ. Սարգսյանի հետ համաձայնության գալով կաշառքի շուրջ: Արդյունքում Հ. Հակոբյանը, չկատարելով անասնաբուժության բնագավառում ի պաշտոնե ստանձնած իր լիազորություննները, առանց ոչխարների հոտի` անասնաբուժական զննման և ա նհրաժեշտ բուժկանխարգելիչ հետազոտությունների, Ա. Մանուցյանի միջոցով Լ. Սարգսյանից կաշառք է ստացել՝ վերջինիս օգտին ապօրինի գործողություններ կատարելու` կեղծ անասնաբուժական վկայական տրամադրելու համար:
 
Վերը նշված հանցավոր արարքների կատարման համար Հ. Հակոբյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 2-րդ մասով և 38-325-րդ հոդվածի 1-ին մասով, Ա. Մանուցյանին` ՀՀ քրեական օրենսգրքի 313-րդ և 325-րդ հոդվածների 1-ին մասերով, իսկ Լ. Սարգսյանին` 312-րդ և 325-րդ հոդվածների 1-ին մասերով:
 
Քրեական գործի նախաքննությունն ավարտվել է: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին` այն հաստատելու և դատարան ուղարկելու համար:
 
Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
