Հանրապետության շտապօգնության մեքենաների բացը կլրացվի Չինաստանից ուղարկվող օգնության հաշվին

Չինաստանը Հայաստանին 200 շտապօգնության ավտոմեքենա կնվիրի՝ 100 միլիոն չինական յուանի չափով, որը կազմում է 7 միլիարդ 17 միլիոն 388 հազար դրամ: Սրա վերաբերյալ համաձայնագիր կկնքվի երկու երկրների կառավարությունների միջև: Այս մասին որոշման նախագիծը ներառված է եղել կառավարության՝ երեկ կայանալիք հերթական նիստի օրակարգում:
 
Հայաստանի Հանրապետության կառավարության խնդրանքին համապատասխան¬` Չինաստանի Ժողովրդական Հանրապետության կառավարությունը Հայաստանի կառավարությանը տրամադրելու է անհատույց օգնություն հարյուր միլիոն չինական յուանի չափով` շտապօգնության մեքենաների և այլ ծրագրերի քննարկման և իրականացման համար:
 
ՀՀ կենտրոնական բանկը և Չինաստանի պետական զարգացման բանկը անհատույց օգնության վճարումների գրանցման իրենց համապատասխան գրքերում միմյանց անունով կբացեն անհատույց և առանց տոկոսադրույքի յուանով հաշիվ, որը կարճ կանվանվի «Օգնության հաշիվ 2017/1»:
 
Օգնությունն օգտագործելիս կիրականացվի հաշվապահական հաշվառում` համաձայն Չինաստանի պետական զարգացման բանկի համապատասխան ընթացակարգերի: Բանկերը կողմերին պարբերաբար կներկայացնեն տեղեկատվություն նշված հաշիվների օգտագործման վերաբերյալ:
 
Ինչպես կարդում ենք նախագծում՝ հայկական կողմն իր վրա պետք է վերցնի այս համաձայնագրի շրջանակներում տրամադրվող ծառայությունների, ապրանքների ձեռքբերման և ներմուծման կապակցությամբ գանձվող հարկերի, մաքսատուրքերի և այլ պարտադիր վճարների հետ կապված ծախսերը:
 
Հիշեցնենք, որ 2010–12 թթ. ՉԺՀ կառավարության անհատույց օգնության տեխնիկատնտեսական ծրագրերի շրջանակներում Չինաստանից Հայաստան էին ներկրվել 88 շտապօգնության մեքենաներ: 2017 թ. հունվարին ՉԺՀ կառավարությունը հավանություն է տվել Հայաստանին ևս 200 շտապ օգնության մեքենա ու ռեանիմոբիլ նվիրաբերելու ծրագրին: Համաձայն ՀՀ առողջապահության նախարարության՝ նշված 200 ավտոմեքենան ստանալով, հայկական կողմը կկարողանա ամբողջությամբ բավարարել հանրապետությունում շտապ օգնության մեքենաների կարիքը:
 
Նախկինում ՉԺՀ կողմից տրամադրված 88 ավտոմեքենաների մեծ մասը՝ 56 հատը, բաշխվել են ՀՀ մարզերի միջև և միայն 32–ն են տեղակայվել Երևանում: Այս անգամ նույնպես նախատեսվում է ավտոմեքենաները բաշխել նույնկերպ՝ ստացվող օգնության մեծ մասը տրամադրելով ՀՀ մարզերին:
