Ինչպես հայտնում է Past.am-ը, այսօր` մայիսի 11-ին, «Պոստ Սկրիպտում» մամուլի ակումբում Հայաստանի համայնքների միության նախագահ Էմին Երիցյանը խոսել է համայնքների խոշորացման երկրորդ փուլի մասին: Երկրորդ փուլով նախատեսվում է 380-ից ավելի համայնքների խոշորացում:
Երիցյանի խոսքով՝ Հայաստանում տեղական ինքնակառավարման ոլորտի թիվ մեկ խնդիրը մնում է ապակենտրոնացման հարցը:«Կենտրոնական իշխանության և տեղական իշխանությունների միջև հանրային ռեսուրսներն արդար ու համաչափ բաշխված չեն: Վարչատարածքային փոփոխությունների կարիք Հայաստանը միշտ է ունեցել: Սահմանադրական փոփոխություններն էլ չնպաստեցին այս առումով օրենսդրական դաշտի հստակեցմանը: Ամենադրականը Երևան քաղաքի մասին օրենքն է, որը նպաստեց տեղական կառավարման համակարգի որոշ դրույթների ամրապնդմանը:
Հայաստանում կարիք կա երկաստիճան ինքնակառավարման համակարգի: Հատկանշականն այն է, որ այս փուլում մենք դեռևս չունենք վարչատարածքային ռեֆորմների հստակ տեսլական: Վարչատարածքային փոփոխությունների ամբողջական կոնցեպտի կարիք կա: Այսօր փաստական առումով չի հստակեցվել, թե ինչ ունեցանք համայնքների խոշորացման նախորդ փուլից»,- նշեց բանախոսը: Էմին Երիցյանն ասաց, որ խոշորացման առաջին փուլը «կարկատանային» էր:
Նա ցանկություն հայտնեց, որ խոշորացման երկրորդ փուլում լինի դրական դինամիկա ։ «Եթե բարեփոխումները չեն արվում բնակավայրն ուժեղացնելու, զարգացնելու համար, մնում է միայն կառավարման հարմարավետությունը»,- եզրափակեց նա:
