 Հայաստանի պետական եկամուտների կոմիտեի նախագահ Վարդան Հարությունյանը ներկայացրեց անցած ամիսների ընթացքում կոմիտեի վարչարարական նախաձեռնությունները: Նա ընդգծեց, որ ընդլայնվել է մաքսային արժեքի որոշման գործարքի գնի մեթոդի կիրառությունը, որի տեսակարար կշիռը հասել է 68 տոկոսի։ «2016թ. դեկտեմբերի 1-ից գործում է մաքսային հայտարարագրման էլեկտրոնային համակարգը՝ ապահովելով հայտարարատուի ժամանակի խնայողություն, մա քսային մարմնի պաշտոնատար անձանց եւ հայտարարատուի միջեւ շփման եւ կոռուպցիոն ռիսկերի նվազեցում։ Այս ընթացքում էլեկտրոնային եղանակով ներկայացվել է մաքսային արժեքի շուրջ 7 հազար 120 հայտարարագիր։ Կառավարության որոշման համաձայն՝ էլեկտրոնային եղանակով մաքսային հայտարարագրում կարող է իրականացնել տնտեսվարող սուբյեկտն իր գրասենյակից՝ չունենալով մաքսային ձեւակերպումների մասնագետի որակավորում»,- «Արմենպրես»-ի հաղորդմամբ` նշեց Հարությունյանը:

Նա հավելեց, որ ֆիզիկական անձանց կողմից թեթեւ մարդատար ավտոմեքենաների ներմուծման ժամանակ հնարավորություն է տրվել մաքսային արժեքի որոշման նպատակով օգտագործել տվյալ տրանսպորտային միջոցի ձեռքբերման շուկայի մասին համացանցում առկա տվյալները, որոնց վերաբերյալ տեղեկատվությունը հնարավոր է ճշտել տեղում՝ մասնագիտացված մաքսատան համակարգիչների միջոցով։ «Բարելավվել են նաեւ մաքսային հսկողության ընթացակարգերը։ Այդ նպատակով հսկողությունը հիմնականում տեղափոխվել է հետբացթողումային փուլ, ինչպես նաեւ մշակվել է ռիսկայնության աստիճանի գնահատման նոր համակարգ։ Ընթացակարգերի կատարելագործման արդյունքում հաստատված ռիսկերի չափանիշների հիման վրա արտաքին տնտեսական գործունեությամբ զբաղվող սուբյեկտները տարբերակվել են ըստ ռիսկի ցածր, միջին եւ բարձր մակարդակի»,- մանրամասնեց ՀՀ ՊԵԿ նախագահը:

Նրա խոսքով`ավելի հասցեական են դարձել մաքսային ստուգումները, իրավասու գերատեսչություններից կամ այլ երկրների մաքսային մարմիններից կատարված ճշտումների հիման վրա իրականացված բազմակողմանի վերլուծությունից հետո են միայն մաքսային ստուգման նպատակով առանձնացվել բարձր ռիսկայնություն ունեցող կազմակերպությունները։ Ակնկալվում է, որ ռիսկերի կառավարման համակարգի ներդրումը հանգեցնելու է մաքսային մարմնի կողմից ֆիզիկական զննումների թվի էական կրճատմանն ու դրանց արդյունավետության բարձրացմանը։

Վեց ամիսների ընթացքում հետբացթողումային հսկողության վարչությունն իրականացրել է 13 մաքսային ստուգում։ Արդյունքում, լրացուցիչ հաշվարկվել են ավելի քան 530 մլն ՀՀ դրամի մաքսատուրք եւ հարկ։ Նույն վարչության կողմից վեց ամիսների ընթացքում հայտնաբերվել է մաքսային կանոնների խախտման 93 դեպք, 11-ը՝ ԵԱՏՄ բեռների մասով։ Խախտումներն առավելապես վերաբերել են թմրանյութերի ներկրմանը, բեռների չհայտարարագրմանը կամ սխալ հայտարարագրմանը։
