Մարտին Ռուսաստանից փոխանցված գումարները, ռուբլով արտահայտված, զգալիորեն նվազել են

Ընթացիկ տարվա հունվար- մարտին արտասահմանից Հայաստան ֆիզիկական անձանց գումարային փոխանցումները կազմել են գրեթե 313 մլն դոլար ու տարեկան կտրվածքով աճել ավելի քան 39․7 մլն դոլարով, կամ 14․5 տոկոսով։

Դրամական փոխանցումների գումարի աճի ավելի քան 70 տոկոսը բաժին էր ընկնում Ռուսաստանին։ Հունվար- մարտ ամիսներին այդ երկրից Հայաստան է մտել գրեթե 165․3 մլն դոլար, ինչը 28․4 միլիոնով, կամ էլ գրեթե 21 տոկոսով գերազանցել է անցած տարվա նույն եռամսյակի մակարդակը։ Հասկանալի է, որ Ռուսաստանից փոխանցումները, ԱՄՆ դոլարից բացի, կարող են նաեւ ռուբլով իրականացվել։ Դրա համար էլ հաշվի առնենք, որ դոլարով արտահայտված ցուցանիշներում որոշակի պայմանականություն կա։

Կարելի է հակառակ վերահաշվարկն անել՝ ԱՄՆ դոլարները ռուսական ռուբլու վերածել։ Այսինքն որոշել ռուբլով սկզբնական գումարը։ Նման հաշվարկից հետո «ռուսական» փոխանցումների պատկերը տրամագծորեն փոխվում է։ Աճի փոխարեն անկում է ստացվում՝ 441 մլն ռուբլի կամ էլ 4․4 տոկոսով։ Բանն այն է, որ դոլարային տրանսֆերտների գծով աճը ապահովել է միայն մեկ գործոն՝ ռուսական ռուբլու ամրապնդումը դոլարի հանդեպ ՝ մեկ տարում գրեթե 1․3 անգամ։

Սկզբում իիրավիճակը հուսադրող էր՝ հունվարին Ռուսաստանից փոխանցումները տարեկան կտրվածքով աճել էին 143 մլն ռուբլով։ Սակայն փետրվարից իրավիճակը արմատապես փոխվել է ՝ անկում 152 մն ռուբլով ու ավելի է վատացել մարտին (կրճատում 432 մլն ռուբլով)։ Ստացվում է, որ Ռուսաստանում մեր արտագնա աշխատողների գործերը մեկ տարում վատացել են ու միայն ռուբլու ամրապնդումն է շտկել իրավիճակը։

Հայտնի է, որ Ռուսաստանում դոլարի փոխարժեքը որոշ չափով կանխորոշվում է նավթի համաշխարհային գներով։ Այդ էներգակրի թանկացման շնորհիվ ռուսական ռուբլին սկսել է ամրապնդվել։ Սակայն մայիսի սկզբից մինչեւ հիմա Brent տեսակի նավթի ֆյուչերսները, երկար ժամանակաշրջանում առաջին անգամ, նվազել են՝ հասնելով բարելի դիմաց 50 դոլարից էլ ցածր մակարդակի։ Դա արտահայտվել է դոլարի հանդեպ ռուբլու փոխարժեքի վրա։ Արդյոք գները կվերադառնան բարելի դիմաց 50-60 դոլար միջակայք, դեռ բարդ է ասել։

Ավստրիայի մայրաքաղաքում մայիսի վերջին տասնօրյակում կկայանա ՕՊԵԿ երկրների հերթական գագաթնաժողովը։Նպատակը նույնն է, համատեղ հակազդում նավթի համաշխարհային գների անկմանը։ Սակայն խնդիրը բարդանում է նավթի երկու խոշոր արտահանողների ՝ Իրանի ու Սաուդյան Արաբիայի միջեւ լուրջ առճակատումով։ Վերջին օրերին այդ երկրների միջեւ հարաբերությունները նորից սրվել են։

Բայց հնարավոր է, նավթի հարցում ընդհանուր շահերը կօգնեն հաղթահարել այդ հակասությունները, գոնե կարճաժամկետ հեռանկարում։ Միաժամանակ, փորձագետները նշում են նավթի ավելցուկը, որը առաջացել է ՕՊԵԿ-ի անդամ չհանդիսացող երկրներում (Կանադա, ԱՄՆ, նաեւ Բրազիլիա) նավթի արդյունահանման աճի հետեւանքով։
