Վարչապետը նախարարներին հանձնարարեց քննարկումներ անցկացնել Հարկային օրենսգրքի նախագծի շուրջ

ՀՀ կառավարության նիստում քննարկվեց ՀՀ հարկային օրենսգրքի նախագիծը: Նախատեսվում է, որ այն ուժի մեջ կմտնի 2018 թվականի հունվարի 1-ից:Նախագիծը գործադիրի նիստում ներկայացրեց ՀՀ ֆինանսների նախարարի տեղակալ Պավել Սաֆարյանը: Նրա խոսքով` բավականին ժամանակ աշխատել են օրենսգրքի տեքստի վրա, քանի որ հարկային դաշտը կարգավորող օ րենքները 1993-1994 թթ. ընդունվելուց հետո անընդհատ փոփոխությունների են ենթարկվել: «Օրենքներում կան որոշակի անհամապատասխանություններ, որոնք տարբեր մեկնաբանությունների տեղիք են տալիս, իսկ Հարկային օրենսգիրքի կարևոր խնդիրներից է, որ օրենքները լինեն միանշանակ մեկնաբանելի ինչպես հարկային մարմինների, այնպես էլ հարկատուների կողմից»,-ասաց Պավել Սաֆարյանը:
Նա նշեց, որ Հարկային օրենսգիրք սովորաբար ընդունում են այն երկրներում, որտեղ առավել կայացած է, կայուն է կամ որոշակիորեն կանխատեսելի է հարկային դաշտը: «Պետք է նշեմ, որ մեր հարկային դաշտը համապատասխանում է այդ չափանիշներին»,-ավելացրեց փոխնախարարը: Նա շեշտադրեց, որ Հարկային օրենսգրքի նախագծի հիմքում դրված է այն սկզբունքը, որ բարեփոխումներն իրականացվելու են 3-5 տարվա ընթացքում, որպեսզի հարկային համակարգում սահունություն ու կայունություն ապահովվի: Բացի այդ` կարևորվել է հանգամանքը, որ փոփոխությունները չխոչընդոտեն բյուջեի աճին: « ;Կարևորվել է երկարաժամկետ աճը` չկենտրոնանալով կարճաժամկետ արդյունքների վրա: Կարևոր սկզբունքներից է նաև այն, որ օրենսգիրքն այս տեսքով պետք է նպաստի երկրի մրցունակության բարձրացմանն ու ներդրումների աճին»,-ասաց փոխնախարարը:
Պավել Սաֆարյանի տեղեկացմամբ` Հարկային օրենսգրքի նախագծով կատարվելու է արտոնությունների կրճատում, որտեղ հնարավոր է դրանք փոխարինել պետբյուջեի հաշվին սուբսիդավորմամբ: «Հարկային դաշտից խրախուսումները տեղափոխվելու են բյուջեի ծախսային քաղաքականություն, դրանք իրականացվելու են սուբսիդիաների միջոցով»,-հայտնեց Պավել Սաֆարյանը:
ՀՀ վարչապետ Հովիկ Աբրահամյանը նշեց, որ իրեն անհրաժեշտ են լրացուցիչ հիմնավորումներ, որ արտոնությունների կրճատումը կնպաստի հասցեական սուբսիդավորմանը: «Այս մոտեցումը ողջունելի է, եթե հնարավոր է հասցեական սուբսիդավորում իրականացնել, ինձ պետք են հիմնավորումներ, որ արտոնություններից հրաժարումը ոչ թե վատացնում, այլ լավացնում է իրականում դրա կարիքն ունեցողների վիճակը»,-շեշտեց վարչապետը:
Նա կարևոր համարեց, որ յուրաքանչյուր տնտեսքվարող տեղեկացված լինի Հարկային օրենսգրքի մասին, այդ պատճառով նա մի քանի նախարարների հանձնարարեց իրենց ոլորտներում քննարկումներ անցկացնել: Վարչապետը տվեց մեկ շաբաթ` իրենց քննարկումների ժամանակացույցը ներկայացնելու համար և նշեց, որ մինչ տարեվերջ պետք է Ֆիննախին ներկայացնեն կառավարության մոտեցումները: Իսկ արդեն 2016-ին Հարկային օրենսգիրքը կներկայացվի Ազգային ժողովին:
