Պատերազմական պայմաններում հայ-ռուսական միացյալ զորախմբին հրամանները տրվելու են Հայաստանի և Ռուսաստանի նախագահների համատեղ որոշման հիման վրա, «Առաջին լրատվական»-ի հետ զրույցում մեկնաբանեց Մոսկվայի Քաղաքական և ռազմական վերլուծությունների կետրոնի փոխտնօրեն, ռազմական փորձագետ Ալեքսանդր Խրամչիխինը:

Ռազմական փորձագետը փաստացի հերքեց հայ-ռուսական միացյալ զորախմբի հրամանատար, գեներալ-մայոր Անդրանիկ Մակարյանի հայտարարությունը, թե զորամիավորումը գործելու է միայն ու միայն ՀՀ ԶՈւ գերագույն-գլխավոր հրամանատարի հրամանով:

Լրագրողի ճշտող հարցին, թե արդյո՞ք պատերազմի դեպքում ՌԴ նախագահ Վլադիմիր Պուտինը կարող է հրամայել զորամիավորմանը զերծ մնալ ռազմական գործողություններին մասնակցելուց, Ա. Մակարյանը պատասխանել էր. «Չի կարող ասել, որովհետև արդեն Հայաստանի Հանրապետության նախագահի և Ռուսաստանի Դաշնության նախագահի համապատասխան որոշումներով մենք պատրաստ ենք գործողությունների դիմել: Առանց ասելու»:

Հարցին անդրադարձել էր նաև sut.am լրատվական կայքը՝ մեջբերելով ՀՀ և ՌԴ զինված ուժերի զորքերի միացյալ խմբավորման մասին 2016 թ. նոյեմբերի 30-ին ՀՀ և ՌԴ պաշտպանության նախարարների ստորագրած Համաձայնագրի կետերը: Մասնավորապես նշվում է, որ Համաձայնագրի անբաժանելի մաս համարվող հավելված կանոնակարգի 3-րդ բաժինը հստակ սահմանում է, որ խաղաղ ժամանակ միացյալ խմբավորման հրամանատարը ենթարկվելու է Հայաստանի զինված ուժերի գլխավոր շտաբի պետին, իսկ պատերազմի (կամ դրա իրական վտանգի) ժամանակ կամ Հայաստանի ԶՈւ գլխավոր շտաբի պետին, կամ Ռուսաստանի հարավային ռազմական օկրուգի հրամանատարին՝ կախված ստեղծված իրավիճակից: Իսկ 4-րդ բաժնում հստակ ամրագրված է, որ «համատեղ զորքերի կիրառման որոշումը պետք է կայացնեն Հայաստանի և Ռուսաստանի գերագույն-գլխավոր հրամանատարները համատեղ»:
