«Ելք» դաշինքի նախընտրական շտաբում հրատապ հրավիրված մամուլի ասուլիսի ժամանակ ԱԺ պատգամավոր Էդմոն Մարուքյանը հայտարարեց, որ նոր ռազմավարություն են ներդնում, որը բերելու է հաղթանակի:

Իսկ նոր ռազմավարությունը, ինչպես քիչ հետո պարզվեց, կայանում է հետևյալի մեջ: Երեւանի քաղաքապետի թեկնածու Նիկոլ Փաշինյանն հայտարարեց, որ որոշում են կայացրել ավագանում մեծամասնություն ձեւավորելուց հետո Երեւանի բյուջեում նոր հոդված ավելացնել: Երեւանի ավագանու ընտրություններում «Ելք»-ի հաղթանակից հետո, եթե սոցիալապես անապահով քաղաքացիները դիմում ներկայացնեն քաղաքապետարան եւ հայտարարեն, որ իրենք չեն վերցրել ընտրակաշառք, ապա սոցիալական աջակցություն կստանան: Դա օրինական կլինի եւ Երեւան քաղաքի բյուջեում կավելացվի «Սոցիալական աջակցություն ընտրակաշառքին հակադրված քաղաքացիներին» կետը:

«Մոտ 15 հազար դրամի չափով օգնություն կստանան եւ դա կլինի Երեւանի քաղաքային բյուջեի ծախսային հոդված»,- ասաց Նիկոլ Փաշինյանը՝ նշելով, որ այսկերպ կձերբազատվեն ընտրակաշառքի արատավոր պրակտիկայից:

Սրանից զատ, Փաշինյանը պնդում է, որ իրենց ապացույցներ պետք չեն այն մասին, որ քաղաքացուն առաջարկել են կաշառք: Իրենք վստահում են իրենց ընտրողին: Խենթացեք պարոնայք: Սա արդեն պետություն չէ, այլ «գողական ճշտի» տոնահանդես: Միգուցե սխալվենք, բայց երևի թե Կոշում անցկացրած տարիները վատ են անդրադարձել Փաշինյանի իրավագիտակցության վրա: Բացի այն, որ այս ամենն իր մեջ ներառում է կոռուպցիոն հսկայական ռիսկեր, ունի նաև այլ խոցելի կողմեր: Ո՞վ է իրավունք տալիս քաղաքապետին, քաղաքապետարանը դիտարկել որպես սեփական սոցիալական հիմնարկ: Մյուս կողմից, նույն Փաշինյանին կամ «Ելք»-ին աջակցող կայքերը, մի համապատասխան որակում աղմուկ էին բարձրացրել, երբ Արտաշատի նախկին քաղաքապետ Արգամ Աբրահամյանը սոցիալական օգնություն էր հատկացրել քաղաքի բնակիչներին:

Սակայն Փաշինյանի մառազմը հասկանալի է: Նա փաստորեն փորձում է դառնալ մերօրյա «դուչե» , ձևավորել պետություն պետության մեջ և սահմանել իր կանոնները: Այդպես հեռու չես գնա, բարեկամս:
