Երևանում մեկնարկեց «Հայաստանում, Վրաստանում և աշխարհում կրոնի կամ համոզմունքի ազատության արդի հիմնախնդիրները» խորագրով համաժողովը։ «Արմենպրես»-ի հաղորդմամբ` համաժողովին մասնակցում են Հայաստանի և Վրաստանի պետական պաշտոնյաներ, հոգևորականներ, քաղաքացիական հասարակության ներկայացուցիչներ, ինչպես նաև ճանաչված փորձագետներ Գերմանիայից, Շվեյցարիայից, Նիդեր լանդներից, Ռուսաստանից և Նորվեգիայից։

Համաժողովին բացման խոսքով ելույթ ունեցավ ՀՀ արդարադատության նախարարի տեղակալ Վիգեն Քոչարյանը, ում ներկայացմամբ` միջոցառումը կրում է տարածաշրջանային բնույթ, որի հիմնական նպատակն է վեր հանել խղճի ազատության, կրոնական կազմակերպությունների գործունեության իրավական կարգավորումներին առնչվող խնդիրները:

«Նախատեսվում է քննարկել այս ոլորտում ունեցած միջազգային չափանիշները, ինչպես նաև օրենսդրական լուծումները, որոնք կարող են վերաբերվել մեր տարածաշրջանին և մեր պետությանը: Այս միջոցառման արդիականությունը պայմանավորված է նրանով, որ մեր օրենսդրությունը որոշակի թարմացման կարիք ունի այս ոլորտում: Դիտարկելիս կտեսնենք, որ խղճի ազատության և կրոնի կազմակերպությունների մասին օրենքն ընդունվել է դեռևս 90-ականների սկզբին և եթե թողնենք դրա բովանդակությունը, ապա տեխնիկական առումով այն թարմացման կարիք ունի: Տեղի ունեցած սահմանադրական փոփոխությունների տեսանկյունից նույնպես համապատասխան նոր օրենսդրական կարգավորումներ մշակելու անհրաժեշտությունը հանդիսանում է օբյեկտիվ»,- ասաց փոխնախարարը` հավելելով, որ նման քննարկումները կօգնեն մեզ ավելի հստակ և արդյունավետ օրենսդրական լուծումներ գտնել այս ոլորտի համար:

Հայաստանում և Վրաստանում Նիդերլանդների Թագավորության արտակարգ և լիազոր դեսպան Յոհաննես Դաումայի խոսքով` Հայաստանն ու Վրաստանը պաշտոնապես համարվում են աշխարհիկ պետություններ և երկուսն էլ ունեն նախընտրելի դիրքորոշումներ եկեղեցու նկատմամբ, սակայն երբեմն առաջանում են լարվածություններ նրանց միջև: «Կարևոր է միմյանց լսելը, նույնիսկ եթե որոշ կարծիքներ կարող են հակասական լինել»,- ասաց դեսպանը:

ՄԱԿ-ի Մարդու իրավունքների գերագույն հանձնակատարի գրասենյակի Հարավային Կովկասի համար մարդու իրավունքների հարցերով ավագ խորհրդական Վլադիմիր Շկոլնիկովը նշեց, որ ոլորտում առկա խնդիրները, ոչ միայն վերաբերում են կրոնին կամ հավատքին, այլ նաև նրան, թե ինչպես է պետությունը փոխներգործում կրոնական հավատքի տարբեր ասպեկտների հետ: «Մենք բոլորս բախվում ենք նման խնդիրների»,- ասաց նա:

ԵԱՀԿ/ԺՀՄԻԳ Կրոնի կամ համոզմունքի ազատության հարցերով ավագ խորհրդական Քիշան Մանոչայի խոսքով`  գործ ունենք մարդու իրավունքների հետ, որտեղ ցանկացած մարդ համարվում է սուբյեկտ:

«Կրոնի և հավատքի ազատության ոլորտում խոշոր մարտահրավերներ կան: Այն դժվարին մարդու իրավունքի պաշտպանություն է պահանջում: Կրոնի ազատությունն իր բոլոր տարրերով կարող է ստեղծել այն կառույցները, որոնք նպաստում են փոխադարձ հարգանքի և փոխըմբռնմանը հասարակության մեջ»,- ասաց նա:
