ՀՀ հատուկ քննչական ծառայությունում քրեական գործ է հարուցվել մի խումբ ոստիկանների կողմից խոշտանգում կատարելու և բռնություն գործադրելով զուգորդված պաշտոնեական լիազորություններն անցնելու դեպքերի վերաբերյալ:  Հատուկ քննչական ծառայություն «Արմենպրես»-ին տեղեկացրեցին, որ գործը հարուցվել է Ալավերդի քաղաքի բնակիչ Ալբերտ Հ.-ի և ՀՀ ԱՆ Վանաձոր քրեակատարողական հիմնարկի կալանավոր Գագիկ Կ.-ի հաղորդումների հիման վրա:

Այսպես, Ալբերտ Հ.-ն հաղորդում է տվել այն մասին, որ 2016 թվականի հոկտեմբեր-նոյեմբեր ամիսներին ոստիկանության Ստեփանավանի բաժնի աշխատակիցներն ատրճանակի սպառնալիքով` առանց պատճառը հայտնելու, իրեն բերման են ենթարկել հիշյալ բաժին, որտեղ մի խումբ ոստիկաններ ձեռքերով ու ոտքերով հարվածել և մարմնական վնասվածքներ են պատճառել իրեն` պահանջելով տեղեկություններ հայտնել ընկերոջ` Գագիկ Կ.-ի կողմից գողություն կատարելու վերաբերյալ: Վերջինս, իր հերթին, Հատուկ քննչական ծառայությանը հայտնել է, որ երբ ոստիկանություն բերման ենթարկված ընկերոջ` Ալբերտ Հ.-ի մա սին տեղեկություններ ստանալու նպատակով գնացել է Ստեփանավանի բաժին, այնտեղ, նրան ազատ արձակելու հարցի հետ կապված, վիճաբանել է նույն բաժնի ոստիկանների հետ: Ըստ Գագիկ  Կ.-ի` վիճաբանության ընթացքում ոստիկաններից մեկն ատրճանակով սպանության սպառնալիք է տվել, վերջիններս բռնություն են գործադրել իր նկատմամբ` մարմնական վնասվածքներ պատճառելով:

Այսպիսով, պետական հատուկ ծառայություն իրականացնող մի խումբ անձանց կողմից խոշտանգում կատարելու և բռնություն գործադրելով զուգորդված պաշտոնեական լիազորություններն անցնելու դեպքերի առթիվ ՀՀ հատուկ քննչական ծառայությունում հարուցվել է քրեական գործ` ՀՀ քրեական օրենսգրքի 309.1-րդ հոդվածի 2-րդ մասի 4-րդ կետով և 309-րդ հոդվածի 2-րդ մասով:

Կատարվում է նախաքննություն:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
