ԱՌԱՋԻՆ/ Գյումրիում տեղակայված 102-րդ ռազմակայանի սպասարկման ոլորտի աշխատակիցները արդեն մի քանի օր է առայժմ ապարդյուն պահանջում են իրենց աշխատավարձը, որը նրանց խոսքով, չի վճարվում արդեն մի քանի ամիս: Այս խնդիրը չի դարձել հանրային մեծ ուշադրության առարկա, քանի որ կան առավել «դիտարժան» ներքաղաքական այլ հարցեր: Մինչդեռ, այստեղ խնդիրը ամենևին լոկ աշխատավարձի հարցը չէ, որ պետք է դառնա ուշադրության առարկա, թեև այդ հարցն ինքնին հույժ կարևոր է, այն էլ այնպիսի սոցիալական ծանր վիճակ ունեցող քաղաքի համար, ինչպիսին Գյումրին և Շիրակի մարզն ընդհանրապես: Սակայն այստեղ կա շատ ավելի լուրջ հարց, որը գուցե խնդրի տողատակում է, սակայն այն վեր հանելու համար էլ անհրաժեշտ է առավել մեծ ուշադրություն: Խոսքն այն մասին է, որ արդեն մի քանի ամիս չվճարված աշխատավարձերի խնդիրը արտացոլում է երկու առանցքային հանգամանք, որը սերտ առնչություն ունի Հայաստանի անվտանգության և դրանում ռուսական ռազմակայանաի դերի հետ:

Նախ, Ռուսաստանի ռազմակայանը փաստացի իր վրա է կրում այն ծանր տնտեսական վիճակը, որ առկա է այժմ Ռուսաստանի տնտեսությունում, և աշխատավարձերի վճարման կանոնավորության այդ խափանումը դրա ուղիղ հետևանքն է: Այսինքն՝ Հայաստանի անվտանգության հարցում առանցքային նշանակություն ունեցող, համենայնդեպս այդպիսի դիտվող, հայ-ռուսական միացյալ զորախմբի մաս հանդիսացող ռազմակայանը իր վրա կրում է ռուսական տնտեսության անկման հետևանքը: Բարեբախտաբար, այսօր այն արտահայտվում է միայն աշխատավարձերի ուշացման տեսքով, այսինքն՝ անմիջական ռազմական բաղադրիչին այդ անկումը չի առնչվում, թեև, իհարկե, այդ ամենում վստահ լինելու համար անհրաժեշտ է տիրապետել ռազմակայանի գործերին առավել մանրամասն՝ ինչը գործնականում հնարավոր չէ: Սակայն թեև խոսքը տվյալ դեպքում սպասարկման հարցերում ազդեցության մասին է, ոչ մի երաշխիք չկա, որ ռուսական տնտեսության ճգնաժամը շարունակվելու դեպքում այդ ազդեցությունը չի անցնի արդեն ռազմակայանի «այլ գործերի»:
