Բացահայտվել է ԴԱՀԿ պաշտոնյայի կողմից առանձնապես խոշոր չափերի գումարի հափշտակության ևս մեկ դեպք

ՀՀ հատուկ քննչական ծառայությունում ավարտվել է ՀՀ ԱՆ ԴԱՀԿ ծառայության պաշտոնատար անձի կողմից յուրացման եղանակով առանձնապես խոշոր չափերով գումար հափշտակելու դեպքի առթիվ քննված քրեական գործի նախաքննությունը: Արդյունքում պարզվել է, որ Արմեն Խաչատրյանը, 2009թ.-ից մինչև 2016թ.-ի հունիսի 9-ը զբաղեցնելով ԴԱՀԿ ծառայության Շիրակի մարզային բաժնի հաշվապահի պաշտոնը, իր պաշտոնեական դիրքն օգտագործելու միջոցով պարբերաբար տաբեր եղանակներով հափշտակել է ծառայության կողմից բռնագանձված և իր վստահությանը հանձնված գումարները: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՔԾ լրատվական ծառայությունից:
Մասնավորապես, Արմեն Խաչատրյանը, իրականացնելով Շիրակի մարզային բաժնի հաշվապահական հաշվառման, փաստացի նաև` դրամարկղային գործունեությունը, 2015 թվականի հունվարի 22-ից 2016 թվականի փետրվարի 17-ն ընկած ժամանակահատվածում, օգտագործելով պաշտոնեական դիրքն ու խախտելով Հաշվապահական հաշվառման մասին ՀՀ օրենքի և ՀՀ կառավարության որոշմամբ հաստատված Դրամարկղային գործառնությունների իրականացման կարգ-ի պահանջները, հափշտակել է ԴԱՀԿ ծառայության կողմից տարբեր քաղաքացիներից հօգուտ պետության փաստացի բռնագանձված 18.575.344 ՀՀ դրամը: Դրանից 13.748.677 ՀՀ դ րամի գումարներն Արմեն Խաչատրյանը հափշտակել է` դրանք դրամարկղ և հաշվետվության ծրագիր չմուտքագրելու եղանակով: Բացի այդ, Ա. Խաչատրյանը դրամարկղից քաղաքացուն վճարած 2.684.162 ՀՀ դրամի փոխարեն հաշվետվության ծրագրից ելքագրել է 5.684.162 ՀՀ դրամ, որի արդյունքում ավել ելքագրված 3.000.000 ՀՀ դրամը նույնպես յուրացրել է։ Եվս 1.826.667 ՀՀ դրամ էլ Ա. Խաչատրյանը յուրացրել է դրամարկղից փաստացի վերցնելու եղանակով:
Այսպիսով, յուրացնելու եղանակով առանձնապես խոշոր չափերով` 18.575.344 ՀՀ դրամի գումար հափշտակելու համար Արմեն Խաչատրյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 3-րդ մասի 1-ին կետով:
Քրեական գործի նախաքննությունն ավարտվել է: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին` այն հաստատելու և դատարան ուղարկելու համար:
Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
