Մի շարք լրագրողական կազմակերպություններ շարունակելու են պայքարել մարզային հեռուստաընկերությունների թվայնացման, դրանց իրավունքների համար: «Արմենպրես»-ի հաղորդմամբ՝ մայիսի 3-ին կայացած ասուլիսի ժամանակ այս մասին ասաց Խոսքի ազատության պաշտպանության կոմիտեի նախագահ Աշոտ Մելիքյանը: Նա խոսեց նաև տեղեկատվության ազատության ոլորտի մի քանի օրենսդրական փոփոխությունների ու նախաձեռնությունների մասին:
«2017 թվականի առաջին եռամսյակի դրությամբ՝ չլուծված են մնացել մոտ 10 տեղական հեռուստաընկերությունների խնդիրները: Թվային հեռարձակման շրջանում դրանք դեռևս ստիպված են գործել անալոգային ռեժիմով: Եվ լրագրողական կազմակերպությունները, մասնավորապես, Խոսքի ազատության պաշտպանության կոմիտեն, Երևանի մամուլի ակումբը, Մեդիա նախաձեռնությունների կենտրոնը, շարունակելու են պայքարել այդ հեռուստաընկերությունների իրավունքների համար»,- ասաց Աշոտ Մելիքյանն ու նշեց, որ այս հարցում լուծում են ակնկալելու իշխանական ատյաններից, Հեռուստատեսության և ռադիոյի ազգային հանձնաժողովից:
Նա անդրադարձավ նաև Տեղեկատվության ազատության մասին օրենքում ՀՀ արդարադատության կողմից առաջարկված փոփոխությանը:
«Փոփոխությունները, ըստ էության, նոր օրենքի նախագիծ են: Դրանով օրենքն արդիականացնելու փորձ է արվում, սակայն նկատվում են նաև մի քանի խնդրահարույց նորամուծություններ: Նախատեսվում է Մարդու իրավունքների պաշտպանին կից ստեղծել տեղեկատվության ազատության խորհուրդ, որի լիազորությունները հստակ չեն, հասկանալի չէ նաև ձևավորման կարգը: Մենք մեր առաջարկությունները կձևակերպենք և կուղարկենք Արդարադատության նախարարություն»,- ասաց նա:
Աշոտ Մելիքյանը լրագրողների համար մտահոգիչ համարեց «Անձնական տվյալների պաշտպանության մասին» օրենքում արված վերջին փոփոխությունը: «Օրենքի առաջին հոդվածի երրորդ կետը չեղյալ համարելը նշանակում է, որ լրագրողներն անձնական տվյալներ օգտագործելու դեպքում՝ սկած անուն, ազգանունից, պետք է համաձայնեցնեն տվյալ անձի հետ: Այն լուրջ խոչընդոտներ է ստեղծում լրագրողների համար, և կարող է դիտարկվել՝ որպես խոսքի ազատության լուրջ սահմանափակում»,-ասաց նա ու նշեց, որ, ինչպես ամբողջ աշխարհում, այնպես էլ Հայաստանում, անհրաժեշտություն կա պայքարելու խոսքի ազատության և մամուլի ազատ գործունեության համար:
