Ըստ հաղորդումների` ոստիկանները չարաշահել են պաշտոնեական դիրքը և խոշտանգում կատարել

ՀՀ հատուկ քննչական ծառայությունում երկու քրեական գործ է հարուցվել ՀՀ ոստիկանության պաշտոնյաների կողմից պաշտոնեական դիրքը չարաշահելու և խոշտանգում կատարելու դեպքերի առթիվ ՀՀ ԱՆ «Նուբարաշեն» ՔԿՀ-ի կալանավոր Էդիկ Ղ.-ի և Երևանի բնակիչ Վահան Խ.-ի հաղորդումների հիման վրա: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՔԾ լրատվական ծառայությունից:
Մասնավորապես, Էդիկ Ղ.-ն հաղորդում է տվել այն մասին, որ իր վերաբերյալ քննվող քրեական գործի շրջանակներում` 10.02.2017թ.-ին, ՀՀ ոստիկանության քրեական հետախուզության բաժնի աշխատակցի կողմից ենթարկվել է անձնական խուզարկության: Ըստ Էդիկ Ղ.-ի` խուզարկության ընթացքում հիշյալ ոստիկանը վերցրել է իրեն պատկանող «Այֆոն 5» և «Սամսունգ Դուոս» տեսակի բջջային հեռախոսները, ինչպես նաև 35.000 ՀՀ դրամը, սակայն հետագայում նշված իրերը կալանավորի հարազատներին հետ չի վերադարձրել:
Պետական հատուկ ծառայություն իրականացնող պաշտոնատար անձի կողմից պաշտոնեական դիրքը չարաշահելու վերը նշված դեպքի առթիվ ՀՀ հատուկ քննչական ծառայությունում քրեական գործ է հարուցվել ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի 1-ին մասով:
Մյուս քրեական գործը հարուցվել է Երևանի բնակիչ Վահան Խ.-ի հաղորդման հիման վրա: Վերջինս Հատուկ քննչական ծառայությանը հայտնել է, որ 25.01.2017թ.-ին բերման է ենթարկվել ոստիկանության Շենգավիթի բաժին, որտեղ ոստիկանության մի քանի աշխատակիցներ իրեն խոշտանգել են. հարվածել են մարմնի տարբեր մասերին` պահանջելով խոստովանել իր և իր ընկերների կողմից չկատարված` թմրամիջոցների ապօրինի շրջանառության հետ կապված հանցագործության դեպքերը:
Ոստիկանության պաշտոնյաների կողմից խոշտանգում կատարելու վերը նշված դեպքի առթիվ ՀՀ հատուկ քննչական ծառայությունում քրեական գործ է հարուցվել ՀՀ քրեական օրենսգրքի 309.1-րդ հոդվածի 2-րդ մասի 4-րդ կետով:
Կատարվում է նախաքննություն:
Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
