«Երեկ Ազգային ժողովում վերջապես կայացան էլեկտրաէներգիայի սակագնի բարձրացման հիմնավորվածության վերաբերյալ խորհրդարանական լսումները, որոնք այդքան կարևորվում էին քաղաքական ուժերի կողմից: Չնայած լսումների ընթացքում բազմաթիվ փաստարկված ելույթներ հնչեցին Հայաստանի էլեկտրական ցանցերի խայտառակ գործունեության, թալանի, գողությունների և այլնի մասին, բայց, ի վերջո, արձանագրվեց, որ սակագինը բարձրանալու է 6.93 դրամով, ինչպեսև հայտնի էր մինչև լսումները: Եվ ամենակարևորը՝ երեկվա լսումներին պատգամավորները, գործադիր իշխանության ներկայացուցիչներն ու դրանց մասնակցող հասարակական գործիչները լսեցին «զմիմեանս», քանի որ Հայաստանի էլեկտրական ցանցերի գլխավոր տնօրեն Եվգենի Բիբինը չէր բարեհաճել ներկայանալ Ազգային ժողով՝ էլեկտրոնային փոստով տեղեկացնելով, որ «նպատակահարմար չի գտնում» իր մասնակցությունն այդ լսումներին:

 Ու չնայած այդ քայլի համար Բիբինին հայ պատգամավորները գամեցին անարգանքի սյունին, սակայն դրանից ոչինչ չփոխվեց. Հրապարակավ ևս մեկ անգամ արձանագրվեց, թե ինչպես է ռուսական ընկերության չինովնիկը վերաբերվում այն պետությանը, որում իր ղեկավարած կառույցը մենաշնորհային գործունեություն ծավալելով՝ գործնականում թալանում է բնակիչներին: Բայց Բիբինի արհամարհանքը սխալ կլինի բացատրել միան ՀԷՑ-ի ունեցած մենաշնորհով: Բիբինն իրեն թույլ է տալիս նման վերաբերմունք ցուցաբերել Հայաստանի խորհրդարանի նկատմամբ, քանի որ գիտի՝ դա այն նույն խորհրդարանն է, որը գրեթե միաձայն կողմ է քվեարկել Եվրասիական տնտեսական միությանը Հայաստանի անդամակցությանը, այսինքն՝ կողմ է քվեարկել բիբիններին ու մնացած ռուսներին՝ Հայաստանը համարել որպես ռուսական գուբերնիա՝ դրանից բխող բոլոր հետևանքներով»,–գրում է թերթը։
