Հայաստանում անապահովության գնահատման համակարգը`  պարունակելով անուղղակի գնահատման մեթոդաբանություն, ունի բավականին շատ սուբյեկտիվ, միջամտությունների և հայեցողական որոշումների հնարավորություններ, ինչի համար էլ ՀՀ աշխատանքի և սոցիալական հարցերի նախարարությունը նախատեսել է փոփոխություններ, որոնք արդեն ներկայացված են կառավարության քննարկմանը: «Արմենպրես»-ի հաղորդմամբ` այս մասին ապրիլի 29-ին լրագրողների հետ հանդիպման ժամանակ ասաց  ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանը: Նրա խոսքով` նվազեցվելու է այն աշխատունակ անձին հատկացվող միավորը, որ որևէ սոցիալական խմբի չի պատկանում, գտնվում է 18-63 տարեկան միջակայքում և որևէ կարգավիճակ չունի:

«Այս կերպ շահագրգռելու ենք անձանց աշխատանքի շուկայում, զբաղվածության ծրագրերում ներգրավվելու համար: Աշխատաշուկայում անմրցունակ անձանց համար նախատեսված զբաղվածության ծրագրերը պետք է լիարժեք լուծեն բոլոր այն քաղաքացիների խնդիրները, ովքեր զբաղվածության և աշխատանքի միջոցով եկամուտ ստանալու խնդիր ունեն: Փոխարենը նախատեսում ենք ավելացնել երեխաներին հատկացվող միավորները: Այս փոփոխությունները բերելու են նրան, որ մենք ստվերային զբաղվածությունն ենք գտնելու: Իջեցնելու ենք միավորը և առաջարկելու ենք զբաղվածության ոլորտում որևէ աշխատանք կամ ծրագիր, եթե անձը չընդգրկվեց այդ ծրագրերում, ապա զրկվելու է պետության աջակցությունից»,- ասաց Ասատրյանը` հավելելով, որ այս ոլորտի մյուս խնդիրն ամեն ձևով 30.01 միավորի ձգտումն է, որի համար նախարարությունն առաջարկում է մտցնել աստիճանականություն և թուլացնել այն մղումը, որ բոլորն ամեն կերպ փորձում են ստանալ 30.01 միավորը, որի հնարավորությամբ ընտանիքը և անձն օգտվում են դրամական վճարներից, առողջապահական, կրթական և այլ հնարավոր արտոնություններից:

Նախարարի խոսքով` առաջին քայլն արդեն արված է` 20.01 միավոր ունեցող ընտանիքիների համար գազի և էլեկտրաէներգիայի սակագնի արտոնությունները: Նրա տեղեկացմամբ` այս շրջանակում արդեն իսկ 80 հազար ընտանիքներ օգտվել են գազի արտոնություններից, իսկ 125 հազարը` էլեկտրաէներգիայի:

«20.01-30.01 միավորների հատվածում գտնվող ընտանիքների համար պետության կողմից տրվող աջակցությունները կվերաբաշխվեն այն սկզբունքով, որպեսզի համաչափ և համադրելի լինի այդ ընտանիքների համար: Այսինքն` մի կողմից այս ծառայություններից օգտվողների դաշտն ենք մեծացնելու, մյուս կողմից կարողանալու ենք ավելի հասցեական դարձնել այդ ծրագրերը: Փորձում ենք անցում կատարել ռեգրեսիոն մոդելի, որը ավելի օբյեկտիվ տեղեկատվության հիման վրա որոշում կայացնելու համակարգ է: Այն նշանակում է, որ բոլոր հնարավոր տեղեկատվական շտեմարաններից հավաքագրելու ենք տեղեկությ ուններ և դրանց հիման վրա կընդունվեն որոշումներ: Սակայն նախատեսում ենք այն շուրջ մեկ տարի փորձնական իրականացնել, քանի որ ներկայիս ծրագիրը համարվում է 75 տոկոս հասցեականություն ունեցող ծրագիր, իսկ մենք փորձելու ենք այն ավելի մեծացնել»,- ասաց նախարարը:
