ԵՄ տարածաշրջանային նոր նախաձեռնությունը կաջակցի Հայաստանում տեղական տնտեսական զարգացմանը

Եվրոպական միության կողմից ֆինանսավորվող «Համայնքի ղեկավարները հանուն տնտեսական զարգացման» նախաձեռնության պաշտոնական մեկնարկը տրվեց ապրիլի 28-ին Երևանում: «Արմենպրես»-ի հաղորդմամբ` ՀՀՏԶ ծրագիրը նախատեսում է իրականացնել Արևելյան գործընկերության 6 երկրներում` Հայաստանում, Ադրբեջանում, Բելառուսում, Վրաստանում, Մոլդովայում և Ուկրաիայում մինչև 2020 թվականի դեկտեմբերը` 5 մլն եվրո ընդհանուր բյուջեով:
ԵՄ «Համայնքի ղեկավարները հանուն տնտեսական աճի» նոր նախաձեռնության թիմի ղեկավար Փիթեր Քորսբիի խոսքով` ծրագրի բյուջեն կազմում է մոտ 5 մլն եվրո, բայց ի լրումն դրա հասանելի է նաև 9,5 մլն եվրո, որը առաջարկությունների համար հատկացվող գումար է: «Ծրագրի հիմնական շահառուներն են լինելու տեղական ինքնակառավարման մարմինները: Ծրագրի հիմնական գաղափարախոսությունն այն է, որ տեղական ինքակառավարման մարմիններն ավելի ակտիվ դեր ունենան տեղական տնտեսական զարգացման գործում: Այսինքն` երկրի տնտեսական զարգացման գործում միայն կենտրոնական կառա վարման մարմինները ներգրավված չլինեն, սակայն այն չի նշանակում, որ պետք է լինի հակասություն այն ամենի հետ,ինչ անում է կենտրոնական կառավարությունը: Դրանք պետք է լինեն համահունչ և փոխլրացնող»,- ասաց նա` հավելելով, որ ծրագիրը նորություն է և այն գործելու է 4 տարի:
Նա նաև նշեց, որ համապատասխան և իրավունակ մարդիկ կարող են դիմել ծրագրի համար միջոցներ ստանալու նպատակով: ԵՄ ծրագրի թիմի ղեկավարն ընդգծեց, որ դրանք ամբողջովին դրամաշնորհային միջոցներ են, սակայն նախաձեռնությունների համար պետք է լինի նաև տեղական մարմինների կողմից համաֆինանսավորման որոշակի չափ:
ՀՀ տարածքային կառավարման և զարգացման նախարարի առաջին տեղակալ Վաչե Տերտերյանը նշեց, որ խնդիրն ավելի արդիական է դարձել վերջին տարիներին տնտեսական ճգնաժամի պայմաններում:
«Համայնքները, որպես սուբյեկտներ, կկարողանան գտնել արդյունավետ եղանակներ իրենց խնդիրները լուծելու, ինչպես նաև համայնքներում տնտեսական նախաձեռնությունների և ակտիվության ուղղությամբ»,- ասաց փոխնախարարը:
