Ադրբեջանը կարող է միտումնավոր թունավորված ապրանք ուղարկել Հայաստան. «Ժողովուրդ»

«Ժողովուրդ» թերթը գրում է. «Արդեն մի քանի օր է՝ Երեւանի տարբեր վայրերում խնձորներ են վաճառվում, որոնց արկղերի վրա գրված է Ադրբեջան: Հատկապես սոցիալական ցանցերում հիմա էլ քննարկումների թեմա է դարձել դա՝ համեմված կեղծ հայրենասիրական պաթոսով, դավաճաններին հայտնաբերելու եւ ինկվիզիցիայի դարաշրջանին բնորոշ մեթոդներով պատժելու կոչերով: Մինչդեռ, պարզվում է, հայկական օրենսդրությունն ամենեւին էլ չի արգելում հարեւան երկու պետություններից՝ Թուրքիայից ու Ադրբեջանից, ապրանքների ներկրումը: Նշենք, որ դեռ մինչեւ 2013թ. հունիսի 7-ը գործել է ՀՀ գյուղատնտեսության նախարարի՝ 2009թ. սեպտեմբերի 15-ի N 220-Ա հրամանը, ըստ որի՝ ժամանակավորապես արգելված է «Թուրքական եւ ադրբեջանական ծագում ունեցող կենդանական եւ բուսական հումքի ու մթերքի ՀՀ-ի տարածք ներկրումը»: Այդ հրամանն արձակել էր ՕԵԿ քվոտայով ԳՆ նշանակված Գերասիմ Ալավերդյանը, իսկ նրան հաջորդած Սերգո Կարապետյանը հրամանը չեղյալ է հայտարարել:
Ու այսօր կարելի է հանգիստ ՀՀ ներմուծել ադրբեջանական եւ թուրքական ծագում ունեցող կենդանական եւ բուսական ցանկացած հումք ու մթերք: Ճիշտ է՝ հենց Ադրբեջանից դա հնարավոր չէ անել, բայց Վրաստանից կամ Իրանից կարելի է բերել ադրբեջանական ծագման ապրանք: Իսկ եթե ազգայնական շրջանակներն իսկապես մտահոգված են կատարվածով, ապա պետք է նախ եւ առաջ պահանջեն օրենսդրական համապատասխան արգելքներ սահմանել հարեւան երկրներից ապրանքներ ներկրելու վրա:
Մյուս կողմից, իհարկե, հասկանում ենք անհանգստությունը, որ կարող է երկիրը, որի հետ հակամարտության մեջ ենք, միտումնավոր թունավորված ապրանք ուղարկել ՀՀ: Ահա այստեղ էլ անելիք ունեն ՊԵԿ-ը, ԱԱԾ-ն ու ՀՀ ԳՆ սննդամթերքի անվտանգության պետական ծառայությունը, որոնք մաքսազերծելուց եւ ապրանքը ՀՀ մուտք գործելուց առաջ պետք է նախապես հավաստիանան, որ դրանք անվտանգ են եւ կարելի է անվնաս օգտագործել: Իսկ ռիսկային ապրանքները, ինչպիսին ադրբեջանական խնձորն է, առավել խորը ուսումնասիրել։
Հ.Գ. Երեկ՝ կեսգիշերին մոտ, հայտնի դարձավ, որ ՍԱՊԾ-ն հանձնարարել է խնձորները հանել վաճառքից ու ոչնչացնել: ՍԱՊԾ պարզաբանման մեջ նաեւ նշված է, որ խնձորները սահմանային վերահսկողություն չեն անցել, եւ իրենք չեն կարող երաշխավորել դրանց անվտանգ լինելը»:
