«Ժամանակ» թերթը գրում է.

«Դաշնակցությունը հայտարարում է, որ ընտրություններից հետո կա նոր ձեւակերպումների անհրաժեշտություն՝ կապված կոալիցիոն հուշագրի հետ: Նոր ձեւակերպումների անհրաժեշտության մասին օրերս կրթության ու գիտության դաշնակցական նախարարն էր հայտարարել, իսկ ապրիլի 24-ին էլ դրա մասին Ծիծեռնակաբերդում լրագրողների հետ զրույցում հայտարարել էր բնապահպանության նախարար Արծվիկ Մինասյանը:

Ինչո՞ւ է Դաշնակցությունը տեսնում նոր ձեւակերպումների անհրաժեշտություն, կամ ավելի շուտ՝ ինչո՞վ այլեւս ՀՅԴ-ին չեն բավարարում, այսպես ասած, հին ձեւակերպումները:

Իրավիճակը իսկապես նոր է. եթե 2016 թվականի փետրվարին ՀՀԿ-ի հետ ՀՅԴ-ն կոալիցիոն հուշագիր կնքեց խորհրդարանի ընտրությունից մեկ տարի առաջ, ապա այժմ արդեն հաջորդ ընտրությունը հինգ տարի հետո է: Միեւնույն ժամանակ, 2016-ի փետրվարից առաջ Սերժ Սարգսյանն, այսպես ասած, «ձիու վրա» էր՝ այն իմաստով, որ նա հաղթահարել էր, լուծարել էր ոչ իշխանական բեւեռը եւ անցկացրել էր սահմանադրական փոփոխությունը: Իսկ այժմ Սերժ Սարգսյանը գործնականում կրկին մի շարք բաներ է հաղթահարել՝ ապրիլյան պատերազմ, հուլիսյան դեպքեր, խորհրդարանական ընտրություններ, սակայն հաղթահարվել են զուտ դեպքերը, իսկ պատճառները, արմատը՝ ոչ:

Այնպես չէ, որ դրանց արմատները չեն եղել մինչեւ 2016-ի փետրվար: Եղել են, սակայն նկատելի չեն եղել, այսինքն՝ չեն եղել «հողից ցցված»: Մինչդեռ ապրիլը, հուլիսն ու մայիսը ըստ էության «հողից դուրս» բերեցին խնդիրները, պատճառներն ու արմատները, եւ դա արդեն նոր իրավիճակ է, չնայած ճգնաժամային եւ ողբերգական իրադրությունների հաղթահարմանն ու «անաղմուկ ընտրությունների» անցկացմանը:

Այդ իրադարձություններն անցան, սակայն ցցուն կամ ցցված պատճառները մնում են, եւ դրանք գուցե ժամանակի ու տարածության մեջ իշխանության համար պակաս ռիսկեր չեն պարունակում, քան բուն իրադրությունների, այսպես ասած՝ «ցողունի» կամ «սաղարթի» դրսեւորման իրավիճակներում: Ահա այդ իմաստով Սերժ Սարգսյանը ներկայումս անհամեմատ ավելի մեծ ներքին լարվածության մեջ է, քան 2016 թվականի փետրվարին: Այդ լարվածության մեկ այլ ծանրակշիռ հիմք է նաեւ այն իրավիճակը, որ կա այսօր իշխանության ներսում՝ կապված 2018-ի խնդրի հանգուցալուծման հետ:

Այս ամենի պարագայում, երբ ՀՅԴ-ն խոսում է կոալիցիոն նոր ձեւակերպումների անհրաժեշտության մասին, ըստ երեւույթին զգացվում է պահն օգտագործելու Դաշնակցության ձգտումը: Դաշնակցությունն ըստ երեւույթին զգում է, որ այժմ շատ ավելի անհրաժեշտ է Սերժ Սարգսյանին, թեեւ առերեւույթ այդ անհրաժեշտությունը չկա, քան 2016-ի փետրվարին էր: Դա էլ իր հերթին ՀՅԴ-ին բերում է նրան, որ այդ անհրաժեշտության աճը բերի գուցե կոալիցիոն հուշագրում դիրքերի աճի:

Ընդ որում, այստեղ միարժեք դժվար է ասել, որ խոսքը պորտֆելների եւ այլ պաշտոնների աճի մասին է: ՀՅԴ-ն հազիվ թե շեշտը դնի դրանց վրա, քանի որ փորձառու է իշխանության հետ գործակցության մասով եւ հասկանում է, որ այդ ամենը շատ հեղհեղուկ է: ՀՅԴ-ն ըստ ամենայնի կձգտի ստանալ նոր դիրքեր ոչ թե նոր պաշտոնների մասով, այլ, այսպես կոչված, կոալիցիոն փոխկապակցվածության մեխանիզմների»:
